INSTITUTIONAL FRAMEWORK The Ministry of Agriculture and Rural Development is the public administration body in charge of policy making and adoption of regulations in the plant health field. The Veterinary Directorate The Phytosanitary Directorate was established in 2008, as the single authority responsible for plant health, according to Article 5 of the Law on plant health protection and started to work in The Phytosanitary Directorate is a public administration body in charge of the direct implementation of regulations and administrative and other professional activities and is in charge of co-ordination and contacts related to phytosanitary field. Phytosanitary Inspection is the part of the Directorate for Inspection Afairs, established in Phytosanitary inspection performs inspection supervision over the implementation of the Law on Plant Health.

Control measures Import of live animals for production – quarantine and certificates are obligate Import of animals for slaughtering – certificate is obligate and animals go directly to slaughter house (livestock depo) Import of aquatic animals - quarantine and certificates are obligate Import of plants – plants still do not go to the quarantine

Certificates Veterinary law (Službeni list 30/2012) This law prescribes conducting of measures of veterinary public health... Montenegro accept veterinary certificates of EU on translated on montenegrin language (Veterinary law, article 166) Montenegro accept certificate of some other countries (Serbia, Bosnia and Herzegovina...) – bilateral contracts Conditions are not the same for other countries, they have to fulfill Montenegrin condition
