Governor Schwarzenegger’s Plan “Remove statutory and regulatory barriers to expansion of lower-cost models of health care delivery such as retail-based medical clinics by making scope of practice changes for “physician extenders” such as nurse practitioners and physician assistants.” Full copy of Governor’s Plan:

In September 2008, members identified practice barriers:  inability to order durable medical equipment (DME),  inability to certify disability, and  inability to approve, sign, or modify a plan of care for a patient requiring home health services. Senate Bill (SB) 294 (Negrete McLeod), CANP’s 2009 sponsor legislation to clarify legal authorization to perform these services within your standardized procedure or protocol. On September 11, 2009, with creative lobbying, the above language was passed under a new Bill – SB 819 (Yee) SB 819 signed by the Governor’s signature SB 294 was held over for 2010 Legislative Agenda 2009
