Maryland Higher Education Commission Higher Education Needs & Capacities MHEC needs and capacities study is included in RFA Training and Workforce Development needs focusing on support positions (i.e. clerical, administrative, security, lab assistants) Applicants are encouraged to consult other sources for needs and capacities as well

Maryland Higher Education Commission Purpose The purpose of the BRAC Higher Education Investment Fund is to provide funding for initiatives to address the higher education needs related to the BRAC process.

Maryland Higher Education Commission BRAC Fund Awarding $1 million for BRAC Higher Education Investment Fund Award range for grants will be $25,000 to $100,000 Award payment schedule 50% - January % - August 2011

Maryland Higher Education Commission Timeline September 1, 2010Proposals due at MHEC by 4:00 p.m. December 1- 4, 2010Award notification

Maryland Higher Education Commission Grant Period Project period January 1, 2011 to December 31, 2011 Applications may be submitted for one funding cycle only

Maryland Higher Education Commission Eligible Applicants Maryland two-year, four-year, public or private institutions of higher education; Maryland research institutions; Maryland Regional Higher Education Centers; or Maryland private career schools approved by MHEC.

Maryland Higher Education Commission Partnerships Collaboration is encouraged Other partners may include other postsecondary education institutions, businesses, nonprofits or other entities An eligible applicant must be the lead

Maryland Higher Education Commission Priorities Development of programs and/or courses that specifically meet the educational needs of the military installations Production of trained workers for support positions in one of the five Maryland BRAC-impacted military installations

Proposal Preparation 12-point font (single-spaced okay) 8-1/2 by 11-inch pagesnumbered and with one- inch margins Proposal narrative must not exceed fifteen (15) pages (excluding cover sheet, abstract, budget, budget narrative, résumés, or appendices All parts of the application must be submitted together, using appropriate forms 4 copies and one original must be submitted

Maryland Higher Education Commission Needs Assessment Describe the BRAC educational needs to be addressed by the project Explain how those needs were determined Identify the target population/audience Show how the proposed project addresses the needs being described

Maryland Higher Education Commission Project Outcomes & Objectives List the project goals and their supporting objectives Project objectives should be described as what you plan to accomplish and the expected results in specific terms

Maryland Higher Education Commission Plan of Operation Be detailed Explain how the services/activities are appropriate to the needs identified Provide information about each activity (what, when, how long) Estimate the number of participants Include a timeline for the activities

Maryland Higher Education Commission Management Plan Include a work plan that lists major management actions for the project Project duties must be clearly linked to the budget and plan of operation Indicate key staff members responsibilities Provide a clear organizational structure, a timeline, and milestones for accomplishing goals

Maryland Higher Education Commission Management Actions The management actions demonstrate that the project director and other key staff have sufficient time to conduct the grant project effectively demonstrate the adequacy of the project team to achieve the objectives of the proposed project on time and within budget indicate what each partners role will be

Maryland Higher Education Commission Project Evaluation A systematic means for monitoring and evaluating based on the partnership goals and objectives What data will be collected, how frequently, by whom the data will be collected

Maryland Higher Education Commission Budget Must clearly link all costs to the project activities detailed in the Plan of Operation Document proposed purchases (invoices, vendor estimates, etc.) Indirect costs charged to the grant cannot exceed 8% Use Budget Summary form in Appendix A

Maryland Higher Education Commission Review Process Panel of reviewers will read the applications and score each according to the criteria in the RFA Panel will make recommendations as to funding and adjustments The Secretary of Higher Education will review all panel evaluations and make final selection
