Building of multifunctional geothermal rehabilitation town InterMedicalEcoCity Project goal: «InterMedicalEcoCity» - is an International Medical Rehabilitation town, which will provide rehabilitation services for adults, children, disabled with neurological, gynecological disorders, children with cerebral palsy, the effects of trauma in specialized rehabilitation clinics and creation of appropriate social and consumer, transport and other infrastructure to ensure its functioning; Initiators of the project: the idea of creating belongs to Professor V. Kozyavkin. Deputy Project Manager – Volodymyr Avramenko. Implementation place: Kherson region, Henichesk district, Schaslyvtseve village Total Project Cost: 980,0 mln. euros Funding scheme: Public-private partnership (concession, joint activity or etc.; state funds %, the rest has to be provided by an investor). Expected results and social effect: Implementation of the national project "City of the Future" and its component parts - creation of a modern rehabilitation camp «Inter -MedicalEcoCity» which consists of the following facilities: -sanatorium for parents with children and children's sanatorium places; - resort and tourist hotels for 1200 places, 900 camping sites; - holiday hotels for 3500 places, international holiday hotels for 1500 places. Results of the project realization: - increasing of inbound tourism; attracting investments to the territorial reconstructions using existing resources and market demand for recreational services; obtaining a synergistic effect of the project development realization in all fields: construction, transport, tourism etc.; a significant increase of work places and wages; implementation of an experimental mechanism for regional development by creating conditions for sustainable development on the basis of the Law of Ukraine “About the State Private Partnership" through introduction of pilot projects. Current status of project implementation, infrastructure and resources : The Agency developed and approved technical task to the feasibility study. Нscientific and methodological support of the project provides "Institute for Hygiene and Medical Ecology", National Academy of Medical Sciences of Ukraine and International Clinic of Rehabilitation (Truskavets), which developed an effective method of intensive neurophysiological rehabilitation of patients with cerebral palsy and other chronic nervous system diseases known in the world as «The Kozyavkin Method». Profitability: the project is being implemented from 2013 to Payback period according to preliminary calculations is 6-8 years. The first stage of the project financing is provided by the state in order to confirm ensuring of its further implementation (approximate contribution is 0.25 billion USD). Estimated number of jobs – Budget revenues– 32,3 mln. UAH (Income tax). Competitive advantages of the project: The project has no analogues in the South Ukraine, because it uses modern methods of rehabilitation developed by professor V. Kozyavkin for treatment people with acute and chronic illness, or with abnormal development, rehabilitation of cerebral palsy patients. Additional advantages: a unique location of the year-round international medical rehabilitation camp near the Sea of Azov on Arabat Spit with availability of natural medicinal resources. Sales market: citizens of Ukraine and guests from other countries. Specific issues that may arise during the project realization: There are problems of the project realization related funding development and designing of engineering communications by the state in , which is the key fundraising of the existing investors of the project - Kuwait Fund for Arab Economic Development (KFAER). In case of suspension of the national project "City of the Future“ implementation for creation of the international eco-city «Inter Medical Eco City» as a year-round scientific and medical rehabilitation resort on Arabat Spit it is necessary to attract funds from other investors (possible to use the existing project for other environmentally friendly areas of Kherson region with availability of natural medicinal resources).
