► Break-out the first break-out session  focused on identifying, listing and prioritizing capacity gaps and obstacles to improving the current drought management capacity status in each AMS individually and in ASEAN regionally.  The two working groups developed prioritized listings of gaps and barriers to improving forward planning and adaptation strategies, including risk oriented management to accommodate the temporal variability nature of extreme weather events.  Each of the breakout working groups was oriented around a focus area, e.g. financial needs technology needs, and awareness building needs. Financial Gap - Budget: Lack or limitations of government budget commitment for research and in-depth analyses of all aspects related to drought and the management of risks and impacts. 1. Raise resources e.g., financial resources for training, workshop and cross visits 1. Seek support from more financially capable partners/ countries to support drought management programmes in drought prone AMS 2. Mainstream climate change, including flood and drought programmes to the national development plan and annual budget, including roadmap and national action plan 1. Integrate climate change adaptation and mitigation measures related to drought into national plans and budget 3. Technical assistance for the development of comprehensive drought management plan for AMS, including risk assessment and adaptation programmes 1. Leverage assistance by setting up technical partnership for drought management with the relevant partners 4. Awareness and Stakeholders’ Involvement: Lack of drought management related information, knowledge sharing and dissemination to stakeholders at all levels. 1. Establish a regional/national multimedia drought information centre. 1. To be included in the technical and financial proposal for the establishment of the ASEAN Climate Change Centre (GAP 1) 2. Develop information sharing and dissemination networks related to drought management and adaptation including AMS’ knowledge bases/hubs and expertise within and outside ASEAN. 1. Develop concept paper followed by TOR for the network 6. Awareness and Stakeholders’ Involvement: Lack of coordinated strategy, policy and guidelines on drought management as part of IWRM (including policy and pricing mechanism for water conservation). 1. Establish/strengthen a drought management unit/agency (e.g. within the regional/national/ responsible key authority for water resources management) to formulate a coordinated policy, strategy, guidelines and action plans related to Drought, Risk, impacts and adaptation Management Planning (DRMP) and issues related to integrated water resources management (IWRM).  Include water conservation policy, strategy and pricing mechanism in developing the DRMP policy guidelines and action plans Seek support from partner agencies to assist in the preparation of all aspects of DRMP and IWRM

► The procedural process post workshop was also discussed, with the final understanding that  the results of the gap identification, solutions, and action step deliberations would be passed to the ASEAN Secretariat as the Consolidated and Recommended Action Plan,  and then by the Secretariat onward to the Chair of the AWGWRM for the AWGWRM’s review, comment, and possible upward endorsement to the ASEAN Senior Officials on the Environment.
