All governmental institutions are expected to perform their functions during emergencies. The institutions of the civil protection and rescue system are responsible for developing an organizational structure in the field of emergency and rescue preparedness.

Preparedness 10 Civil emergency preparedness is a key function of the municipality and encompasses the civil emergency preparedness and measures undertaken by public institutions, local authorities, economic entities and the population in regard to municipal resources used to sustain the local economy and the population and protect the environment and property from the effects of emergency situations.

The case in Pag ė giai municipalityThe case in Pag ė giai municipality 18 On 7 January 2013 the Pag ė giai municipality announced the municipal’s level emergency situation cause of flood, which lasted 93 days until 9 April Flooding has been a very long and miserable. Flood area residents had no opportunity to go to work, schools, buy food, products, sell milk, livestock. They was a significant loss of income.

There was moments when residents walked or drove by cars on a weak ice, who was often unsafe. One life was lost (drowned).
