 The term “safeguards” refers to the need to protect against social and/or environmental damage or harm.  It is often used in reference to measures, such as policies or procedures, designed to prevent undesirable outcomes of actions or programmes.  Safeguards can be an effective risk management policy. They ensure that environmental and social issues are evaluated in decision making, help assess and reduce the risks, and provide a mechanism for consultation and disclosure of information.

 Safeguards and standards can help ensure REDD+’s social and environmental  risks are avoided/mitigated,  benefits are enhanced, and  costs and benefits are equitably shared

 Indigenous peoples and forest dependent communities: basis for ensuring rights and interests addressed; mechanism with which to hold REDD proponents accountable  Country Governments: principles for national program that will integrate social and environmental consideration, contribute to sustainable development, and meet human rights obligations  Civil Society: helps in advocacy and provides framework for civil society-driven REDD+ initiatives

 Donors: assurance that funds will be directed towards actions that minimize adverse social and environmental impacts and potentially enhance social and environmental aspects  Financiers and investors: assurance that adverse social and environmental impacts will be managed in countries and thus reduce the risks for investment in REDD+ programmes  Multilateral institutions: provide consistent means to meet legal and policy commitments.  Private sector: clear set of environmental and social terms by which to engage in ventures  All: improve equity, effectiveness and sustainability of REDD+ in delivering benefits for climate, communities and biodiversity and minimize risks

 four internationally recognised sets are particularly applicable to the Tanzanian national programme  UN FCCC Guidance and Safeguards: A high-level, general set of guidance and safeguards directed to State Parties. They are mostly focused on avoiding / mitigating negative impacts. Their primary strength is that they represent international consensus for REDD+ policies, processes, and outcomes. As a Party to the convention, Tanzania has a strong mandate to comply with them.

 FCPF standards, including World Bank OPs and SESA procedures;  UN REDD programmes draft Social and Environmental Principles and Criteria; free, prior, and informed consent guidance; and complaints mechanisms guidance; and  REDD + Social and Environmental Standards (REDD+ SES). These standards support the design and implementation of government-led REDD+ programmes, to help ensure respect for the rights of indigenous peoples and local communities and to help generate significant social and environmental benefits.

 Together cover major social and environmental concerns - minimum standard of “do no harm” to additional benefits for communities, the environment, and Tanzania as a whole.  Also vary significantly; each has strengths and drawbacks.

 Capacity building workshop  Technical working group on legal, governance and safeguards  Ensure that legal, governance and safeguard issues in the national REDD+ Strategy document are adequately presented.  Assist NRTF and Secretariat to review proposals submitted for Social and Environmental Safeguards processes for REDD+, and review reports that will be submitted  Assist NRTF and Secretariat to ensure compliance of REDD+ project on matters related to legal, governance and safeguards aspects

 Tanzania abides by the Durban decision on safeguard information system i.e.  Engage an expert to facilitate specific activities (e.g. review of existing national and international safeguards).  Facilitate establishment of a country level Standards Committee to oversee use of the REDD+ SES in Tanzania  Facilitate the assessment process to collect, review and report information on social and environmental performance based on the country-specific indicators.
