An Address Mapping Application An Example of City & County Cooperation by the Middleton Fire District & Dane County Land Information Office

In the Beginning… The City of Middleton Fire contacted Dane County LIO to develop a district wide address map book The LIO had been working with Dane County Emergency Management to provide a similar product for all districts

Useful but… Hardcopy provides a base product Map books were bulky and provided limited detail There was a need for more information Dane County LIO maintained a large set of digital data and provided it to communities

Some Guiding Thoughts… “Relevant information to the person who needs it in a timely manner” Information is data with meaning Make it Firefighter Proof

Application Goals “Reduce response time” “Make a device that can quickly locate the address of an incident, is inexpensive, easy to use on every call”

The process 1. Obtain data from Dane County. 2. Get data from City of Middleton - street name lists, CAD data, etc. 3. Consultant cleans up the data - made sure that street names are correct, CAD data fits, etc. An initial address shapefile is developed based on the addresses in the Dane County parcel database.

The process continues… 4. Consultant develops administrative boundaries (Fire districts, election districts, utility districts, etc.) 5. Data is delivered to City of Middleton. 6. City of Middleton uses the Address Conversion program to create/edit addresses. This application also enhances the address data by running a batch process which assigns each of the addresses fire districts, utility districts, election districts, etc.

The process continues Once the address data is updated by the City of Middleton, a process is run to copy the data so that it can be used by the Address Locator program 8. Use the Locator program and discover errors and modifications 9. Maintain data files / Exchange with Dane County and others

Why do it this way? Could be done in house Took advantage of work that was already completed – Dane County & City data Could only be concerned about “My Area” Could be tailored to fit your needs Off the shelf products would cost more and gave up control of modifications.

What did we WISH to accomplish? “Show me where the call is. That will reduce response time”

What did we REALY accomplish? Locate the call… which did reduce drive time Provided a tool for the End User to make more informed, faster, safer decisions Provided a tool for Incident Command to use Provided a means to share information Made existing data “smarter” Value added to other projects for other Dept

Information Flow Model Dane County acts as the warehouse for Information Municipalities Maintain their own information and supply updates to Dane county Dane County returns information and supplies information to other Municipalities.
