Accreditation and monitoring fees

 Section 29 (3) of the Constitution of the Republic of South Africa, 1996, provides for the establishment and maintenance of private education institutions at the expense of the owners of such institutions.  Section 13 (1) (c) of the General and Further Education and Training Quality Assurance Act, 2001 (as amended in 2008) provides for ‘money received by the Council in respect of fees charged for services Fees applicable to applicants for accreditation

Fees charged  In order to be accredited by Umalusi and to maintain their accreditation status, private education institutions are required to pay the following fees:  Accreditation and monitoring  Quality promotion.  Quality promotion, accreditation and monitoring fees are determined and revised by Council on an annual basis.

Quality promotion fees  Private education institutions are required to pay for their participation in Umalusi’s quality promotion initiatives.  These are, among others, conferences, forums, provincial workshops (currently the only compulsory component), and training workshops.

Accreditation fees These fees relate to: (a) Processing and evaluation of the applicant’s intent to apply for accreditation. This is done by Umalusi staff. (b) Desktop evaluation of the applicant’s self-evaluation report and portfolio of evidence. This is done by desktop evaluation and moderation teams. (c) The verification site visit. This is conducted by site verification and moderation teams of experts. As part of coordinating and monitoring the verification site visits Umalusi staff conducts randomly sampled site visits.

Post-accreditation monitoring fees Once accredited, private education institutions are required to pay for their compulsory participation in Umalusi’s monitoring process. The main objective of the post-accreditation monitoring process is to ensure continued improvement of the quality of input, process and output factors which are inherent in Umalusi’s accreditation criteria. Accredited private education institutions are required to comply with Umalusi’s post-accreditation requirements.

Considerations in determining fees The number of sites for which the applicant is applying for accreditation. Multiple sites have implications on the size of the evaluation and moderation teams that Umalusi is required to set up and train. The number of qualifications or programmes that the applicant intends offering. one programme will not require the same size evaluation team as in the case where the same college applies to offer several programmes under the NC (V).

When must payment be made Applicants for accreditation are required to make an upfront payment of the requisite accreditation and monitoring fees. After expressing an interest and completing a letter of intent an invoice will be generated and forwarded. A provider must pay within three months After financial verification of fees a provider will receive the application and self evaluation. Failure to pay means that they will not be allowed to continue with the process. Note: Quality Promotion fees, for workshops, forums, conferences are NOT paid upfront, but as the events arise.
