Recent Activities and Future Challenges of OpenCourseWare in Hokkaido University Hokkaido University OpenCourseWare Masashi Sata, Izumi Fuse, Shigeto Okabe January 22, 2013

OpenCourseWare in Hokkaido University (HU-OCW) ●Starting from 2006 ●Purposes: 1. Fulfill the social responsibility as a university 2. Raise the visibility of Hokkaido University 3. Improve teaching quality Hokkaido University OpenCourseWare ●More than 300 courses have been published

Organization Structure 1.Collect educational materials 2.Handle intellectual property rights 3.Edit and publish Operating team:

Web Systems Main Servers (Sapporo, Japan) 1.A web server 2.A flash streaming server (without limitation) 3.A wmv streaming server (with limitation) 4.A test server (development, backup, etc.) 5.A web server A Mirror Server (Beijing, China) Delivering features of Hokkaido University to foreign public

Publishing Channel 1. Web 4. iTunes-U 2. Flash streaming 3. mp4 podcast for iTunes “Information Theory” Assoc. Prof. Jun-ichi INOUE Engineering/InformationTheory/2005/

Access Statistics (Total) Monthly-averaged visits: 47,000 Visits (or 570,000 Page views) Figure 1. The monthly and accumulated numbers of visits of HU-OCW (~Nov, 2012) Several publishing channels could be an effective way to disseminate the educational materials mp4 podcast iTunes-U

Access Statistics (Within campus) Figure 2. The monthly and accumulated numbers of visits from Hokkaido University (~Nov, 2012) Access increased at the beginning of semester Contributed for students to search course information

Access Statistics (Within campus) Figure 2. The monthly and accumulated numbers of visits from Hokkaido University (~Nov, 2012) Monthly-averaged visits: 1,200 Visits (< 3%) Getting integrated with LMS to be more useful

Publication Process ● To be sustainable ● To avoid too many defocusing / cut-editing ● More than 90% of HU-OCW become to be video materials Establish an effective policy of handling intellectual property rights Too many defocusing degrades quality of videos ● Defocusing / cut-editing on works of others

Handling Process of intellectual property rights start Defocusing / Cut editing Search source information Check copyrights policy Permission request Give a suitable credit, etc. Check author Permitted explicitly? Accepted? Yes No / Unknown Yes No / Unknown Is source confirmed? Yes Works of others? Pick up materials Yes

Results of Handling Process /848 (24%) 58/200 69/200 47/58 2+9/58 116/200 (58%)

Problem 1: Many unknown works of others 73/200 (37%) Source is Unknown /848 (24%) More effective way to get a reference list from faculty member is required Unnecessary search, etc.

Problem 2: Handling process is time-consuming ● Time-consuming –Check –Search –Request / Inquiry

Our Proposal 1 1. Unnecessary jobs should be reduced: –Non-related works to the lecture is forced to be defocused –Simple graphs published by ministries can be used without inquiry Effect on reducing time –Check source and policy –Search source information

Our Proposal 2, 3 ● For each consortium –An umbrella agreement with publishers –An approach to change copyright law 2. Make a “permission list” 3. Handling process be common –Sharing information about "permission list“ Effect on reducing time –Check policy –Request / Inquiry

Summary ●The number of access is increasing with that of publishing channel ● the access from inside the campus is still low Getting integrated with LMS to be useful ● Handling process of copyrights is time-consuming Information should be shared among members of OCW Intellectual property rights Recent status of HU-OCW
