OPERATION & MAINTENANCE OF SEPTIC SYSTEMS THE THREE IF’S:  IF PROPERLY DESIGNED,  IF PROPERLY INSTALLED,  IF PROPERLY MAINTAINED!  THE THIRD “IF” IS WEAK LINK OF BOTH STANDARD SYSTEMS AND ENHANCED SYSTEMS

WHY THE PERCEIVED NEED FOR ENHANCED SEPTIC SYSTEMS?  STAR VALLEY IS IMPACTED BY RURAL SPRAWL GROWTH FROM JACKSON COMMUTERS WITH 1600 NEW RURAL HOMES IN LAST 10 YEARS, 650 IN LAST 3 YEARS.  VERY FEW CENTRAL SEWER CONNECTIONS AVAILABLE.  9,000 OF THE 11,000 PEOPLE IN STAR VALLEY ARE ON SEPTIC SYSTEMS.

BUILDOUT SCENARIO WITH OLD RULES: ETNA TO ALPINE

ETNA TO ALPINE: NEW DENSITY BASED ZONING

LINCOLN COUNTY, TO DATE...  200 PLUS “MAJOR” SUBDIVISION LOTS RECOMMENDED TO USE ENHANCED SYSTEMS BY THE DEQ CHAPTER 23 REVIEW PROCESS.  50 PLUS “MINOR” SUBDIVISION LOTS REQUIRED TO USE ENHANCED SYSTEMS BY COUNTY REGULATIONS.  OVER 20 SYSTEMS HAVE BEEN INSTALLED.

CONCLUSIONS  THE BAD NEWS IS THAT ENHANCED SYSTEMS REQUIRE MAINTENANCE EVERY SIX MONTHS,  THE GOOD NEWS, FOR GROUNDWATER, IS THAT ENHANCED SYSTEMS REQUIRE MAINTENANCE EVERY SIX MONTHS!  THE MAINTENANCE AGREEMENT RUNS WITH THE PROPERTY AND MAKES ONGOING MAINTENANCE ACTUALLY HAPPEN.
