CSIR

Core focus : Support South Africa’s competitive performance and welfare through development of efficient and globally competitive built environment system Competence areas Integrated planning and delivery systems Infrastructure engineering Construction Facilities planning, design and operation Infrastructure systems and operations Centre for Logistics Emerging science themes (e.g. Cities of the future, Advanced geomatics & Urban/rural ecology) and strategic initiatives (e.g. Rural infrastructure) draw on all six competency areas Built Environment

CSIR Built Environment Houses number of agency-type functions on behalf of government and in support of industry: Agrément South Africa, Asphalt Academy, Technology Transfer Centre

CSIR Integrated Planning & Delivery Systems Integrated Planning & spatial development Geo-modelling Sustainable human settlements Development informatics Development economics & financing Integrated development planning and management technologies and tools Spatial restructuring at supra-national, national and sub-national scales Co-operative planning, resource allocation, implementation and monitoring & review Competitive and global city strategy technologies and tools Provides R&D capacity and knowledge-intensive solutions in integrated and trans-disciplinary planning, design and delivery to all three spheres of government through advanced innovations and technologies in development processes, information and modelling, to promote efficient, effective and environmentally sound cities and human settlements. Cost-benefit development impact modelling Integrated land-use and transportation modelling Integrated spatial GIS for land, housing and infrastructure delivery Demonstrating and monitoring the performance of alternative / resource- efficient building technologies Technological and behavioural aspects related to ecological sanitation Environmental design for safer cities and settlements Information for developmental decision support Monitoring and evaluation of service delivery Monitoring and evaluation of policy interventions and mechanisms Housing and infrastructure funding and finance Urban, housing and land market interventions First and second economy integration

CSIR Infrastructure Engineering Road engineering design & materials Road performance assessments & modelling Railway engineering Environmental engineering and sustainable construction Provides practical, innovative, cost-effective R&D-based engineering solutions that: – address the infrastructure needs and future challenges of the built environment, – support sustainable development and asset preservation, and – enhance socio-economic impact and industry competitiveness Physical modelling of environmental impact on ports and coastal structures Physical & numerical modeling of moored and maneuvering ships Wave fore- & hindcasting, wave diffraction, refraction and reflection modelling Collection & management of environmental data (waves, tides, currents, wind) Structural dynamics (impact of wind, water, vibration, dynamic loading) Design reliability concepts and integration into codes of practice Structural engineering and materials Development/application of new-generation materials in construction Supporting industry and the research activities of the Unit by: providing specialist testing services and developing specialised equipment that address the SET needs of the infrastructure engineering sector Supporting research in transport infrastructure engineering through the use of accelerated pavement testing (APT) Fostering international collaboration in APT Development of APT-associated technologies Transport infrastructure engineering Coastal engineering & port infrastructure Housing technologies & building physics Laboratories & workshops Accelerated pavement testing

CSIR Construction Labour-based construction Contractor development and employment creation Innovative construction materials and methodologies Post-conflict and post-disaster reconstruction Supports both the public and private sectors by providing R&D-based solutions aimed at improving the performance and competitiveness of the construction industry. This includes human resource development, as well as the application of science and technology in the areas of construction and maintenance methods and materials, and construction industry development. Contractor incubation Best practice in construction quality, health, safety and environment Construction industry performance measurement Procurement Construction skills development Construction and maintenance methods & materials Construction industry development

CSIR Provides technical leadership by focusing on building R&D capacity towards the following: –Environmental/ecological design and performance awareness –New knowledge generation and specialization in specific design areas, e.g. health, educational and inter- modal facilities –Maximization of the value of public asset (buildings) Facilities Planning, Design and Operation Focus areas: Building performance analysis Sustainable buildings Building systems modelling and simulation Design norms and standards Focus areas: Strategic planning and management of assets Facilities management and maintenance systems Performance assessment and option generation Cost modeling and life-cycle cost analysis Facilities development Facilities operation

CSIR Infrastructure Systems and Operations Public and freight transport network optimisation User-needs technologies Activity-based research and technologies 3D object recognition Human behaviour modelling and recognition Cellular communication technologies Road asset management systems Public transport facilities management systems Municipal services management services Reticulation maintenance and upgrading technologies Public & freight transport operations ITS & traffic management Network asset management systems Bulk municipal services Delivers appropriate and relevant solutions pertaining to infrastructure systems and operations by means of intelligent systems, improved public and freight transport operations, network asset management systems and bulk municipal services. This is achieved through directed, multi- disciplinary research and technological innovation, in partnership with the public and private sectors, and research agencies.

CSIR Logistics Enhance service delivery through Indicator development Performance measurement for various service delivery systems Being a repository of relevant national performance information Uses multidisciplinary approaches to conduct innovative R&D in the areas of logistics, supply-chain management and complex decision-making that are aligned with national priorities, by integrating projects across its Competence Areas. Support decision-making through the development of quantitative models Forecasting and demand modelling Spatial modelling and analysis Systems and supply-chain modelling and analysis Facilitate national competitiveness through relevant logistics research Annual State of Logistics Survey Freight transport cost and flow models Sector-focused logistics strategy development Enable small business supply chains through research and solution development Challenges of low-volume supply chains (urban and rural) Models for cooperation and integration between first and second economy players Innovative technology-enabled logistics solutions Performance indicators Modelling & simulation Macro & sector logistics Small business logistics

CSIR Emerging Science Themes & Strategic Initiatives Draws on and complements skills and capabilities of the six Competence Areas to develop and/or incubate cross- cutting themes, strategic initiatives, and technologies. These currently include a focus on cities of the future, rural infrastructure and access, and spatial modelling platforms. Cities of the future Rural infra- structure & access Spatial modelling platforms Rooted in sciences of complexity and sustainability, this group investigates the tools and methodologies required to guide city-related design, technological innovation and decision-making towards development trajectories that are relevant to the challenges of the 21st century. Studies the effectiveness of rural transport nodes (hubs), rural trade centres and corridors on the growth and development tempo of selected rural settlements Facilitates development endeavours pertaining to gender and the built environment Involved in the development of a model for sustainable rural village development Harnesses geospatial technologies for the purposes of enhanced spatial intelligence, development assessment and intervention targeting in both the urban and rural built environment domains
