Design-Build Low Bid Two Part Low Bid RFQ issued, 2-5 “most highly qualified” teams shortlisted. RFP will be issued following shortlisting. ATCs will be accepted; considering 5 per team A ‘technical proposal’ is still required, but it is only the legal forms.
