Unfunded Mandate IMMEDIATE EFFECTS OF THE NUTRITION BILL More than 1.5 million fewer students are choosing to eat lunch daily * Nationwide only 18% of school districts will break even * 12,000 districts nationwide (92%) believe they will operate at a deficit * Declining participation experienced across the 49 states, cuts revenues for school districts already grappling with higher food and labor costs, the USDA estimates the regulations will force schools to absorb $1.2 billion in new food and labor costs this fiscal year. * * According to Food Management Magazine December 4, 2014
