Evaluation and Appraisal Comprehensive Plan Amendments Comprehensive Plan Background Florida Statutes requires each municipality to submit and have an approved Comprehensive Plan Process involved numerous public workshops and meetings to develop a vision for the City’s future growth “the comprehensive plan provides the principles, guidelines, standards, and strategies for the orderly and balanced future economic, social, physical, environmental, and fiscal development” … of a community Goals, objectives, and policies that describe how the local government’s programs, activities, and land development regulations will be implemented to achieve the community’s vision

Evaluation and Appraisal Comprehensive Plan Amendments Comprehensive Plan History Comprehensive Plan adopted in 2004 Major update in 2010 Update due to expansion of the City boundaries to the west (the Northwest Corridor Overlay Area), and south (South Old Kings Road Planning Area), and Pace of growth which occurred during the decade Population increase New facilities and infrastructure New data and requirements by state law

Per Florida Statutes Chapter (1), “at least once every 7 years, each local government shall evaluate its comprehensive plan to determine if plan amendments are necessary to reflect changes in state requirements in this part since the last update of the comprehensive plan, and notify the state land planning agency as to its determination”. Statutory Deadline – February 1, 2014 Evaluation and Appraisal Letter Submitted to Department of Economic Opportunity (DEO) on January 13, 2014 Florida Statutes further requires per Chapter (2) that “if the local government determines amendments to its comprehensive plan are necessary to reflect changes in state requirements, the local government shall prepare and transmit within 1 year such plan amendment or amendments for review pursuant to s. Chapter ”. Evaluation and Appraisal Comprehensive Plan Amendments Deadline for Transmittal of Amendments – January 13, 2015 Evaluation and Appraisal process provides opportunity for review and update of comprehensive plan

Windborne policy based on Florida Building Code Evaluation and Appraisal Comprehensive Plan Amendments

Coastal High Hazard Area based on 2013 Regional Evacuation Study *All other areas are not in the Coastal High Hazard Area

Staff and the Planning and Land Development Regulation Board (PLDRB) recommend that the City Council approve the transmittal of the proposed Comprehensive Plan Amendments to the Florida Department of Economic Opportunity. NEXT STEPS City Council 1 st reading on December 16, 2014 Transmittal to State Agencies for Comments (45 days) City Council – Adoption Hearing in March 2015 Evaluation and Appraisal Comprehensive Plan Amendments Recommendations and Next Steps
