Reducing Re-offending

Police and Crime Commissioner Election on 15 th November Responsible for Police force area (i.e. South Yorkshire) Takes over from the Police Authority in holding the Chief Constable and the police to account Required to produce a “Police and Crime Plan” by January Required to work with partners and fund community safety activity to tackle crime and disorder Scrutinised by Police and Crime Panels, owned and run by Local Authorities

Some issues to consider…… The PCC will have political standing having been elected by the whole of South Yorkshire The PCC will increasingly be responsible for crime and community safety in the area, holding not only the policing budget but also budgets currently coming to Local Authorities for community safety, and in due course budgets for work with the victims of crime The PCC will want to get value for money and will not have to, necessarily, procure services from those organisations who currently provide them.

And some more issues….. The PCC will have a manifesto which may (or may not) reflect the priorities of the SEB If we want to influence the PCC we need to find a way to communicate which is effective, not too time consuming and (I think) gives a consistent/coherent South Yorkshire wide story We need (I think) to ensure the PCC understands current structures and priorities, and provide him/her with a business case if we want the current approach and funding to continue.

Possible actions for the SEB to consider Contribute to the information being put together by the Police Authority Get a voice on the Transition Board Offer input / support to the development of the Police & Crime Plan Conduct an opportunity/ risk assessment of the potential impact on local economy of changes to commissioning arrangements Identify how the PCC could assist or contribute towards delivering the Sheffield 2035 Vision

..and a few more... Invite Bill Wilkinson to a future SEB meeting Invite the PCC to an SEB meeting shortly after election Strategic Advisory input– consider how SEB could link with neighbours to present a ‘South Yorkshire’ view Define the SEB’s hopes, aspirations &/or challenges for an incoming PCC
