DEPARTMENT OF CULTURAL AFFAIRS AND SPORT (DCAS)

Introduction The SA Games concept has evolved over time dating as far back as the early to mid-nineties. During this period the former National Sports Council and the former National Department of Sports and Recreation staged the development games. The inaugural SA Games undoubtedly set a new platform and launched a new integrated and sustainable sport development programme much needed for South African sport.

Team Selection Each provincial team shall be selected at the competition agreed upon at the provincial forum. The selection process will start at the lowest level possible i.e. District level to regional and finally at provincial level. The minimum acceptable team and individual code representation shall be 50% participants from the historically disadvantaged sector (blacks). The selection committee shall comprise of: –Two members from the Provincial Government Department. –One member from each participating federation. –One member from sport for athletes with disabilities. –One member from Sport Council or TMC –Any additional member as determined by and agreed upon by the provincial forum. E.g. code convenor in terms of sport in schools –Representative from the Sport Academy in the Province.

Exclusions Excluded from the SA Games are athletes that have competed in or have been selected to represent South Africa at any international event including junior competitions. The games are open for all potential youth elite athletes. No athlete can be disqualified within 60 days of the opening of the games if they become national team members or are selected to represent the country in any competition. Affiliation to the federation may be used as the condition for selection. Competitors must meet all eligibility requirements outlined in the technical package. The SA Games are open to South African nationals as defined by the Republic of South African’s population registration act.

Appointment of officials Coaches –The coaches shall be appointed by the federation in accordance with the National Federations’ requirements. –Any staff listed as a coach on the official registration form must be fully certified (theory, technical and practical) under the national federations regulations. These coaches must be so certified not later than 90 days before the opening of the games Team Managers –Code managers shall be appointed by the provincial federations. –Managers who have managed teams or athletes at international level are not eligible for selection but may assist with preparations. Support Staff –DCAS in consultation with Sport Council Head of Delegation (Chef de Mission) –DCAS in consultation with WCPSC
