Global Network On Energy for Sustainable Development Energy for the Achievement of the Millennium Development Goals

An action oriented partnership GNESD: A Type II partnership of the WSSD GNESD Objective: to promote sustainable development and poverty alleviation by expanding the knowledge base about environmentally sound provision of energy services. To achieve this objective the Network promotes: information exchange; learning, analysis and study; policy support; capacity building; and advocacy, with a focus on issues of concern to developing countries.

A Global Network = Strength AEA Technology (UK) AFREPREN (Kenya) Asian Institute of Technology (Thailand) Fundación Bariloche (Argentina) Energy Research Centre (South Africa) Energy Research Centre of the Netherlands (Netherlands) Energy Research Group, American University of Beirut (Lebanon) Energy Research Institute (China) Environmental Development Action in the Third World, (Senegal) Fraunhofer Institute (Germany) Institute of Energy Economics (Japan) Institute of Energy Policy and Economics Université Pierre Mendès-France, (France) International Institute for Industrial Environmental Economics, Lund University (Sweden) KFA Research Centre Jülich (Germany) Mediterranean Renewable Energy Centre MEDREC (Tunisia) National Renewable Energy Laboratory (USA) Stockholm Environment Institute – Boston Center (USA) Energy and Resources Institute (India) The University of São Paulo and the Federal University of Rio de Janeiro (Brazil) UNEP Risø Centre (Denmark)

Results & Impact GNESD has established a true south-south partnership and has taken part in and influenced discussions at global events; GNESD results are quoted in publications from major energy institutions like the World Energy Council, the World Bank, REN21, the International Energy Agency, etc. GNESD has helped moving debate forward in new and poorly understood subjects, e.g. the impacts of power reform on the poorer part of the population. The GNESD findings documented that reforms often have had negative consequences for the poor, but positive examples showed that if appropriate policies are put in place and sequencing of reforms are considered, results can be positive. When these findings were published they created some controversy but have since become generally accepted.

2008 Milestones Thematic activities: Thematic study on Urban and Peri-Urban Energy Access –7 Centres analyzed situation in major cities –Technical reports on data collection, analysis and findings –Technical summary and assessment of findings –Policy summary with concrete recommendations for key action areas launched at the Poznan Assembly –Newsletter –Special issue of the journal “Energy for Sustainable Development (ESD)” in December. –Coordinator - TERI

2008 Achievements Thematic activities: Thematic study on Energy Security –Phase I completed with focus at both national/macro level issues and household/micro level impacts –Technical reports available –Second phase under preparation –Coordinator - AIT New theme initiated in December on bioenergy for rural development and poverty alleviation –Coordinator - Cenbio

2008 Achievements Outreach & Impacts related activities: Thematic outputs & presentations at various international meetings in regions and by Secretariat Article on “Renewable energy technologies and poverty and poverty alleviation” for the Commonwealth Finance Ministers meeting in 2008 GNESD work included in the ID21 Research highlights by University of Sussex Joint activities with REEEP New outreach programme

Work programme 2009 Thematic activities: –Peri-urban energy : Regional workshops presenting findings and engaging experts and stakeholders Eastern, and Southern Africa workshop Cape Town, South Africa, May, Coordinator: ERC. (in conjunction with CEMA) North West and Central Africa workshop in Dakar, 3-5 November. Coordinator: ENDA (in conjunction with CEMA) LAC workshop co-organized by FB/CENBIO/COPPE together with ECLAC/Club De Madrid. 20th-21st October, at ECLAC in Santiago, Chile Asian workshop in Jakarta, Indonesia. Tentatively June Coordinator AIT

Work programme 2009 Thematic activities: –Bio energy – Full thematic study implemented –Initiation of follow-up study on key topics emerging from peri-urban theme –Policy Papers on climate and energy focusing on local synergies between mitigation and adaptation action

Work programme 2009 Emerging issues paper series – climate and energy links as first topic with three papers Expanded outreach and regional networking with outreach coordinators in each centre Increased presentation of results at regional meetings Systematic national policy consultations on studies and results

Results from Review Results of Independent review, commissioned by the Danish Ministry of Foreign Affairs: “GNESD today is “a highly relevant and efficient network, highly cost efficient and known for the high quality of its thematic studies” “Well-established, consolidated and successful on most counts”.

Recommendations from Review Continue focus on high quality outputs as core Increase focus on impacts and documenting how results are used in practice Spreading the network experiences and expertise further through enhanced outreach, including stronger focus on regional outreach by Centres Consider ways of working with the private sector either directly or through themes on issues like SME Finding ways of engaging Northern Centres more Use COP 15 opportunity to present work on energy- MDG-CC links and priorities

Increasing impacts Increasing the impacts of the network : Improve links with the Energy Programmes of international organisations and Initiatives (UNEP, UNDP, REEEP, World Bank and others). Close collaboration already exists with UNEP, UNDP and REEEP with support for workshops and new outreach strategy. Initiating emerging issues papers producing GNESD contributions on hotly debated energy and development topics Moving towards building establishing informal sub-regional networking structures to ensure outreach and opportunity for stakeholder feed back on priority topics. Improved monitoring and reporting by Centres on results and impacts, spin-off activities and dedicated outreach
