2 Purpose Uniform measure for graduation rate Strengthen school choice & supplemental services (tutoring) Increase accountability & transparency

3 Graduation Rate Four Year Adjusted Cohort Graduation Rate No exceptions for subgroups (unlike the NGA) –IEP & LEP –ALL subgroups must be considered for AYP Establish cohort with first year ninth graders –Change from our current focus on leavers Required written confirmation for removing student from cohort

4 Graduation Rate (cont.) Report Cards AYP Regulations to State Board by March 2010 Accountability Workbook revisions –Drives what state regs need to be revised & proposed Minimum n size considered Extended year rate considered

5 National Assessment of Educational Progress (NAEP) Requires states and districts to include most recent state-level results on report cards –Reading & Math –Grades 4 & 8 Participation Rates –IEP & LEP State Report Card must include disaggregated data for each subgroup Effective for School Year
