4.1 SIE: Progress Report on Implementation

An Opportunity SIE provides UNAIDS with the opportunity to reposition itself within the changing context Response to SIE has been developed in a collaborative way across the Joint Programme, and with other stakeholders

Progress Report Document 10.7 gives progress on SIE implementation - it is supported by the internal UNAIDS Implementation Plan as a conference room paper Progress report covers: Changing context of the epidemic Summary of the work underway on implementation of the SIE recommendations in 8 workstreams Timeline

An opportunity to strengthen focus, improve the way UNAIDS works, and increase impact of programmes ▪ Universal Access will contribute to the achievement of MDG 6 and the broader development agenda, and vice versa ▪ The fundamental goal for UNAIDS is to achieve Universal Access Millennium Development Goals Priority areas Universal Access AIDS planning and accountability Global Fund support Strategic information Technical assistance Communication and advocacy Community and civil society engagement Cross-cutting strategies PMTCT TreatmentTB/HIVIDUsPunitive Laws Violence against women / gender Young people Social Protec- tion Sexual Trans- mission ▪ The 10 areas define priorities to reach Universal Access and thereby contribute to the MDGs ▪ Among these 10 priority areas, countries will need to select those that are most important nationally ▪ Cross-cutting strategies are enablers through which the Joint Programme can contribute to the priority areas A B C D E F Outcome framework 10 MSM, SW & trans- gender Implementation of SIE recommendations ▪ Implementing the SIE will ensure UNAIDS is equipped to effectively deliver on the OF, UA and the MDGs The Context

Way forward: PCB to consider 1 st deliverable from the SIE – mission statement – which will underpin all further work Consultative processes will continue Strategic Plan - in December will bring together SIE streams into a single overarching strategic plan New Unified Budget and Accountability Framework to be considered by the PCB in mid will provide the operational plan for the Strategic Plan Integrated package will facilitate transparency and accountability and demonstrate how the Joint Programme delivers results and adds value to the global response to the pandemic
