Administrative Integration: Why, What, Progress, Future Chancellor David Wilson Jan. 16, 2008 Joint Governance Meeting

Administrative Integration Why Integrate? Board of Regents Resolution (2/05) Both UW Colleges and UW-Extension -Are statewide educational networks -Are gateways to educational access -Have central administrations in Madison -Partner with county governments -Reach new audiences in new ways to increase university degree holders - Have potential for reducing administrative costs

Administrative Integration Why Integrate? Ward Report Advantages Integration could: -Expand Access -Give the UW greater presence statewide -Create more bachelor’s degrees in Wisconsin -Strengthen county government relationships

Administrative Integration Why Integrate? Ward Report Disadvantages Integration: - Could create brand/identity confusion -Will take a huge toll in time/energy -Could hurt local/county relationships -Could be difficult to reconcile governance and cultures of the two institutions

Administrative Integration Examples of Progress BOR/Ward UWC/EXT Progress Bachelor’s degrees Implementing Adult Std Initiative Access Exploring UWC bachelor’s degree County Partnerships Co-Location Task Force Central Administration One chancellor, integrated units: Admin Svcs, Govt. Relations, HR, IT, Univ. Relations, Workforce Equity New Audiences Collaborations

Administrative Integration Challenges -Sustaining effort to maintain our Colleges and Extension identities -Countering the toll integration takes in time/energy -Improving communication with local and county governments -Could be difficult to reconcile governance and cultures of the two institutions

Administrative Integration Progress We are two institutions led by one chancellor with an administration of integrated units Administrative Services Governmental Relations Human Resources Information Technology University Relations Workforce Equity and Diversity that all serve both institutions.

Governance Colleges Extension Senate (4/4) Faculty Senate (4/4) Academic Staff Council (4/12) Senate Steering University Committee (4/12) Statewide Extension Council (2/4) CEO/Deans (10/10) Deans/Directors (12/12) 1 st number = meetings chancellor wants to attend 2 nd number = meetings held annually Conflicts may occasionally arise.

Governance Future Stronger Provosts Chancellor attending specific meetings of: Colleges Extension Senate Faculty Senate Academic Staff Council CEO/Deans Deans/Directors

How deep will Integration go? We are two institutions led by one chancellor with an administration of integrated units Administrative Services Governmental Relations Human Resources Information Technology University Relations Workforce Equity and Diversity that all serve both institutions.

Integration What will not be integrated? -Faculty -Academic Programs/Curriculum because -BOR did not stipulate -Colleges and Extension have different academic missions and academic cultures

Future Short-term: -Remain two institutions -Led by one central administration Long-term: -A merger would require BOR action -No immediate plans to go in this direction
