Legalize it, tax it.  who will pay the compulsory license?  is any country going to tax consumers to support the business model of off-shore commercial pirates?  compulsory licenses will not provide a stream of revenue sufficient to produce & distribute films. One argument for Compulsory Licenses: Compulsory licenses are a solution to piracy. Arguments against: …not the pirates…not the ISPs…consumers?
