Amirah El-Haddad, 11 مستويات متواضعة من التنافسية انخفاض الإنتاجية و ارتفاع هيكل التكاليف. لماذا؟ عدم كفائة و سيطرة القطاع العام القطاع الخاص يواجه ارتفاع هيكل التكاليف الأجور وتكلفة عنصر العمل (25%) تكلفة المدخلات (50% مثل الأقمشة ومصادر الطاقة power outages) ارتفاع تكلفة المعاملات التناقص المستمر فى الميزة التنافسية الظاهرة RCA فى أقسام الصادرات الرئيسية

Amirah El-Haddad, 14 التوصيات خصخصة الشركات العامة الخاسرة استهداف أسواق التصدير ذات القيمة المضافة و الجودة المرتفعة (مثل السجاد و المفروشات حيث ميزة القرب من المادة الخام) ==> الاحتفاظ بـ % اكبر من القيمة المضافة فى الداخل ==> الإنتقال إلى أعلى عبر سلسلة القيمة المضافة ==> تحول الشركات المصرية الغزول المصرية مرتفعة الجودة إلى منسوجات و أقمشة مساوية فى الجودة التسويق الفعال و الالتزام بمواعيد التسليم

Amirah El-Haddad, 15 التوصيات الكف عن خلق و التوسع فى المشاريع الحكومية للتدريب تقديم مدفوعات تحولية مشروطة بدلاً منها Conditional Cash Transfers الاستمرار فى تقديم دعم الصادرات و لكن بشفافية و مسائلة أكبر بحيث يرتبط الحافز بالآداء القيام بدراسات علمية لتقييم برامج الدعم و السياسات المختلفة للاستمرار فى الناجحة منها و التوقف عن الأخرى اعلان عن منطقتى برج العرب و السادس من اكتوبر مدن لصناعة المنسوجات!
