Legislative Charge Proviso in the FY General Appropriations Act (GAA) directs CEPRI to: Study the equity of funding per student between universities within the university system and report its findings to the Chair and Vice Chair of the Legislative Budget Commission by January 1, 2003.

What Is Equity? Its in the eye of the beholder Its usually raised by a university after it completes its own analysis of funding per student It can be assessed in many different ways
Prior Studies 1980s In 1984 – Chancellors and Council of Presidents task force determines inequities exist – Legislature requires another study and provides $2 m. for inequities found: USF and UCF In 1986 – Legislature requires BOR to develop an equitable formula In 1987 – Legislature accepts part of formula, requires BOR to conduct further analyses In 1988 – Legislature authorizes BOR to use formula for requesting & allocating resources; Legislature used different formula for appropriating funds

Major Issues How should funding equity be defined? What methodology should be used to assess equity? Was equity provided in past funding processes/formulas? If so, how? If not, why not? Do inequities currently exist? If so, why? If inequities exist, should they be addressed? If so, how? What should be the relationship between funding for equity and funding for performance? Will local decision-making, such as local tuition decisions, affect funding inequities? If so, how should this effect be treated? Why hasnt this issue been resolved already?
