Legislative Charge Proviso in the FY General Appropriations Act (GAA) directs CEPRI to: Study the equity of funding per student between universities within the university system and report its findings to the Chair and Vice Chair of the Legislative Budget Commission by January 1, 2003.

Legislative Charge Proviso in the FY General Appropriations Act (GAA) also directs State Board of Education to: –Analyze Educational and General Funding –Study impact of: mission; enrollment by discipline and student course level; special appropriations; other issues as determined by State Board

What Is Equity? Its in the eye of the beholder Its usually raised by a university after it completes its own analysis of funding per student It can be assessed in many different ways

Prior Studies 1980s In 1984 – Chancellors and Council of Presidents task force determines inequities exist – Legislature requires another study and provides $2 m. for inequities found: USF and UCF In 1986 – Legislature requires BOR to develop an equitable formula In 1987 – Legislature accepts part of formula, requires BOR to conduct further analyses In 1988 – Legislature authorizes BOR to use formula for requesting & allocating resources; Legislature used different formula for appropriating funds

Prior Studies 1990s Legislature directs PEPC to study equity In PEPC recommends that a new formula be adopted Legislature directs BOR to develop equitable formula; formula adopted University reps determine $30.7 m. in inequities exists; BOR requests funds From through Legislature appropriates $30.8 million for equity In 1997 – BOR approves $9.65 m. equity plan for UCF & UNF; Legis. approp. funds in and

Past Adjustments Past Adjustments 1984 – USF and UCF: faculty positions needed for planned enrollment through – all univ: per- student funding below avg in any of the following areas: Inst & Research; Student Svcs; Libr Staffing; Univ Support for Branches & Centers; Add. amount for UCF & UNF: per- student funding below avg of new institutions & – UCF and UNF – USF, UCF, FIU, UNF: per-student funding below avg of state institutions with similar missions

Major Issues How should funding equity be defined? What methodology should be used to assess equity? Was equity provided in past funding processes/formulas? If so, how? If not, why not? Do inequities currently exist? If so, why? If inequities exist, should they be addressed? If so, how? What should be the relationship between funding for equity and funding for performance? Will local decision-making, such as local tuition decisions, affect funding inequities? If so, how should this effect be treated? Why hasnt this issue been resolved already?

Major Study Activities Survey university presidents to determine their positions on the issue of current equity, including: - How they define and assess equity - Is there an equity problem (among state univ; among peers nationally); why? - How to reconcile performance and equity
