 Asset inventory/Conditions  Objectives/Measures  Performance gap assessment  Life cycle cost  Risk analysis  Financial plan  Investment strategies  Enhancements

 A tool used to manage an organization’s infrastructure and other assets with the objective of delivering an agreed upon standard of service.  Establishes a consistent and transparent statewide approach to planning, programming and managing physical assets.

 Pavement  Bridge  Drainage structures ◦ Highway culverts ◦ Deep storm water tunnels  Guardrails  Traffic signals  Signs  Overhead sign structures  Pavement markings  ITS  Pedestrian ramps  Lighting  High-mast light tower structures  Land  High-mast light tower structures  Land  Rest areas  Sidewalks  Retaining walls  Tunnels  Noise barrier  Fencing  Weigh stations  ADA infrastructure  Modal infrastructure  Transit vehicles

1. The Plan: Minnesota’s First Transportation Asset Management System 2. The Data: Maintenance led initiative to enhance data collection 3. The System: Purchase and Implemenation of an Enterprise Transportation Asset Management System (TAMS)

 To better understand maintenance costs as an element total life cycle costs, collect or record data in a manner that links use of labor equipment and materials to specific assets.  Identify relationship between asset condition and maintenance costs.

 Teams for each Asset Type  Led by Maintenance Managers  Representation including: ◦ Field leadership ◦ Specialty office experts ◦ Maintenance office ◦ MnIT ◦ Finance ◦ Performance measures ◦ Asset management specialist

 Pavement Management System predicts an increase of 85% of roads in “poor” condition in the future.  We know this means more patching, but how much?  What are future maintenance costs for the agency?  Would it prompt us to re-evaluate our plans for capital investment?

 Improve understanding of maintenance costs by asset and impact of maintenance actions on life cycle  Support statewide, district, sub area work planning and budgeting, staffing planning and budget needs.  This supports “Telling our Story”

1. The Plan: Minnesota’s First Transportation Asset Management System 2. The Data: Maintenance led initiative to enhance data collection 3. The System: Purchase and Implemtentation of an Enterprise Transportation Asset Management System (TAMS)

 Purchase a commercial “off the shelf” software program  Replace dated and poorly integrated existing systems  Automated Facilities Management System (AFMS) first, phase in additional systems  Vision is for a high level of integration  May provide opportunities to simplify or streamline recording tasks.

Planning and Budgeting Analytical Tools Query/Reporting and Mapping Tools Asset Characteristics and Condition Modules for each asset class Geospatially Referenced Asset Inventory Field Data Collection Module 17

 There is a great deal of activity in the area of asset management both nationally and in Minnesota.  We have been managing assets as long as we have been an agency.  Recent efforts are to be; ◦ More comprehensive ◦ Better planned ◦ Better integrated ◦ More financially effective ◦ More transparent
