The National Ocean Policy and Marine Planning MSP & Economic Growth – Lessons From Around the World

National Context for Marine Planning July 2010: Executive Order establishes our Nation’s first ever National Policy for Stewardship of the Ocean, our Coasts, and the Great Lakes Established the National Ocean Council Introduced the framework for marine planning April 2013: National Ocean Policy Implementation Plan Federal actions built on 9 National Priority Objectives Emphasizes voluntary nature of non-federal participation Encourages regions to identify their ocean priorities through voluntary marine planning July 2013: Marine Planning Handbook Operational guide for regions choosing to establish regional planning bodies (RPBs)

Marine planning is a science- and information-based tool that can help advance local and regional interests, such as management challenges associated with multiple uses of the ocean, economic and energy development priorities, and conservation objectives. Marine Planning goals: Inter-agency coordination Public and stakeholder participation Build upon and complement existing efforts Inclusiveness, transparency, and process integrity Regional marine plan To develop marine plans, representatives from all levels of government work together, publicly and transparently, as a regional planning body. Marine Planning as part of the National Ocean Policy NATIONAL CONSISTENCY REGIONAL FLEXIBILITY
