Energy Exchange : Federal Sustainability for the Next Decade 3 NNSA Mission Established by Congress in 2000, NNSA is a semi- autonomous agency within the U.S. Department of Energy responsible for enhancing national security through the military application of nuclear science. NNSA maintains and enhances the safety, security, reliability and performance of the U.S. nuclear weapons stockpile without nuclear testing; works to reduce global danger from weapons of mass destruction; provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad.

Energy Exchange : Federal Sustainability for the Next Decade Mission and the NNSA 4 Mission is everything (but it’s not the only thing). – “Mission”, the work performed to support it, and workforce can change how “mission” is interpreted and expressed. There is Mission and mission. – The big-M Mission is sub-divided and reinterpreted. Some interpretations (little-m “mission”) can be mutually exclusive. Mission and culture will interplay. – Mission is expressed through culture. – Cultures can be an indicators and tools for discovering behavior, preferences, and opportunities for change.

Energy Exchange : Federal Sustainability for the Next Decade Observe cultural tendencies. For NNSA, some observations are: – Strong nuclear safety culture. Environmental interests aligned with safety culture in 1980’s and 1990’s. This means most sustainability experts are coming at it from a compliance background. Goals and metrics can be very effective. Also, focus will be on gaps, non-compliance. – Several cultures are active, such as: Project management  cost, schedule. Labs & plants  main products, services, and reputation. Site offices  legality and federal ideals. Programs  accountability for money spent and results. – An office’s role/mission will drive what they work on, and you can be seen as an asset or threat. Working together is the key to changing perceptions. 5 Know the Cultural Tendencies

Energy Exchange : Federal Sustainability for the Next Decade Challenges to Application: – Sustainability benefits not directly tied to a site/program/office missions. – Separate function (stovepipe) can give a false sense of security that all work belongs to the “sustainability” function. Opportunities: – Groups who have a role in sustainability success: Focus on the work you can complete together. Help others do something they had to do, but were stuck. Target does not have to start at the very top. – Groups with greater authority than you: Will make decisions without you, and will base them on what they know today. Best to be proactive (awareness briefings or other interactions), and create sustainability alumni. 6 Applying Culture to Sustainability

Energy Exchange : Federal Sustainability for the Next Decade Application to Green Building and Asset Management Programs High Performance Sustainable Building Program – Identified ways to focus on what people were doing right to gain momentum and solve problems. Only possible through finding and following up with the successful Sandia National Laboratory team. Able to communicate in a way that made sense to sites. Technical depth (responsiveness) and site experience key to effective communication. Visited sites and were accessible. Asset Management Program – Started in 2015, but focus is on infrastructure improvements which has a big impact on sustainability results. – Able to set the programmatic framework and specifications, possible with technical expertise on staff. – Challenged by budgetary timeframe (2 years out) and historically-driven systems (from mindsets to accounting): Finding common ground – operational ease, unfunded projects. 7
