John Robert Etheridge, TS/HDO, Health and Safety Coordinator for the installation of the LHC and its Experiments Enviromental Health and Safety – managing risks today for a safer tommorow

CERN Tender Safety Criteria for the Supply and Installation of

Avoiding « Afterthought » Syndrome For any project to retain integrity Eviromental Health and Safety considerations have to be inbuilt from the conception stage In reality, Eviromental Health and Safety is often an afterthought even in prestigious bluechip projects It is critical that Eviromental Health and Safety considerations are built in for the lifecycle of any project.

CERN Safety Coordination Implemented from the Design Stage of the Projects following Safety Regulations LHC and its Experimental Areas are classed as Category 1 work Other work is classed Category 2 work

Safety Coordination: Legal basis European Directive EEC 92/57 French Law Laws and Regulations of the host Countries CERN Safety Codes, Instructions, Notes and Bulletins

Basic Document on Safety Safety Regulations applicable to the work of Contractors at CERN CERN/TIS-GS/98-10 May 1998

LHC Safety Co - ordination documents for Overall Safety and Health Protection Plan (PGCSPS) Ref. CERN/TIS-GS/IR/98-04 Organisation of the Installation Work of LHC and its Experiments - Ref. LHC-PM-IP-0001 rev. 1.1

Safety Coordination Main Points Safety coordination at CERN since July 1998 Overall Safety and Health Protection Plan (PGCSPS) Elaborated by the Coordinator Contractual document To be taken into account by firms Joint Inspections Coordinator / Firms / CERN Supervisor Special Safety and Health Protection Plan (PPSPS) Drawn up by contractor before work starts Inter-contractors Safety, Health and Working Conditions Committees (CISSCT)

General principles of prevention Avoid the risks Asses the unavoidable risks Tackle risks at the source Adapt working conditions to the worker Keep up to date with technical development Replace dangerous items by safe ones or less dangerous ones Plan preventive measures as part of a whole preventive approach Give priority to collective protective measures over individual ones Provide clear instructions for the workers

CERN Safety documents for Code A3:Safety colours and safety signs Code C1:Electrical safety code Code D1Rev.:Lifting equipment Code D2 Rev.2:Pressure equipment Code E Rev.:Fire protection Code G :Flammable gases CERN flammable gas safety Manual

CERN Safety documents for Instruction IS 41 :non-metallic materials Instruction IS 42 Compressed gas bottled Bulletin TIS Specification for X-raying welds

Contractor’s Main Safety Obligations Staff Register, mandatory Safety briefing Employees competent and medically fit staff Inform the official Bodies when work is go to start on site Full Involvement in Safety Co-ordination Apply the general principles of prevention Provide collective and individual protection Use suitable and duly checked equipment (EC certification) Accident: Call CERN ’s Fire and Rescue Group : Tel Report accident to the Safety Coordinator and SC/GS

Without the Enviromental Health and Safety systems – training, procedures, maintenance – devastation can follow

Analysis of the tenders Provide a brief but clear description of the working methods and preventive measures, for staff, equipment, and transport. This statement will be taken into account in the assessment of the tenders

GOALS 1. Attain a satisfactory safety situation for all. 2. Avoid accidents and professional illnesses.
