MAJOR FINDINGS OF MONITORING INSTITUTES ON IMPLEMENTATION OF THE MDM PROGRAMME IN STATE OF MANIPUR i. Name of the Monitoring Institution: Monitoring Institute, Manipur University ii. I. MONITORING OBSERVATION OF CHURACHANDPUR DISTRICT 1.All the 38 (thirty eight) sample schools visited have no buffer stock for MDM (thirty four) sample schools visited received food-grains timely from the concerned authorities during the monitoring period of the sample schools visited received the food-grains which are delivered at the door steps of the schools by the Zonal Education Office, while remaining sample schools collected the food grains from nearby block or centres sample schools visited received funds and cooking costs to the schools timely during the monitoring period. 5.V. Munlai P/S, Chingphei Jr. H/S and M.B. Saichang JB/S (ADC) engaged male cook- cum-helpers by SMC. But, engagements of Male cook-cum-helpers are against the norm of GOI. 6.All the sample schools have irregular payment of cook-cum-helpers’ honorarium and no proper maintenance of Cooks’ Honorarium Registers. 7.8 sample schools - V. Munlai P/S, Sangaikot JB/S, Zalenphai UP/S, Gamnom P/S, Tingkeu Jr H/S, Keirap Khullen P/S, M.B. Saichang JB/S (ADC) and P.Sejol Govt. JB/S visited served MDM meals for a single day in a month sample schools visited reported that the food-grains received by the schools authorities were inadequate. 9. None of the sample schools displayed the MDM logo at the kitchen (nineteen) sample schools visited served the MDM meals on the day of MI visit.

11. The sample schools served meals on floor and bench-desk according to the choice of the learners. 12. All the sample schools have been provided with drinking water facilities to the school, but the monitoring team could not guarantee that the provided drinking water are safe for health and none of the concerned authorities had certified these drinking water are fit and safe for drinking to the school children. 13. There is no discrimination amongst the students of the sample schools during the time of sitting and eating MDM meals. 14. None of the sample schools visited maintained School Health Cards, Proper sanitation programme as well as other schemes from local area development fund of MLA or departmental schemes (thirty-five) sample schools visited are schools without kitchen sheds for preparing the MDM meals. It is a big challenge to the concerned authorities that without kitchens how far the MDM scheme will have to function properly (ten) sample schools have adequate utensils for cooking and serving the MDM meals to the students. 17. None of the sample schools maintained the washing basin with running tap water. 18. None of the sample schools visited have community, SMC/VEC member participation in the actual implementation of MDM scheme. 19. All the sample schools visited have the benefits of improvement of the enrolment and attendance of the students.

II. MONITORING OBSERVATION OF THOUBAL DISTRICT 1.40 (forty) sample schools visited have no buffer stock for Mid-Day Meal (MDM) sample schools visited received food-grains timely from the concerned authorities during the monitoring period. 3.All the sample schools visited received the food-grains which are delivered at the door steps of the schools by the concern authorities. 4.None of the sample schools visited received funds and cooking costs timely during the monitoring period. 5.All the sample schools have irregular payment of cook-cum-helpers’ honorarium and no proper maintenance of Cooks’ Honorarium Registers. 6.5 sample schools - Chingtham Maning P/S, Abdual Ali Madrasa H/S, Tokpaching P/S, Wangjing Hodamba Jr. H/S and Kakching Makha H/S visited served MDM meals for less than 10 days in a month. 7.All sample schools visited reported that the food-grains received by the schools authorities were inadequate. 8.None of the sample schools have properly recorded and maintained the quantities of the food-grains received from the concerned district authorities and documentation of the MDM Yellow Meal Card was also not made by the sample schools. 9. None of the sample schools displayed the MDM logo at the kitchen (twenty-two) sample schools visited served the MDM meals on the day of MI visit.

CHARTS GIVING COMPARATIVE INFORMATION ABOUT MDM ON CHURACHANDPUR AND THOUBAL DISTRICTS OF MANIPUR

RECOMMENDATIONS a) Regular supply of food-grains. b) Regular payment of cook’s honorarium and increase of the cooking costs. c) Building of Spacious Kitchen shed-cum store- rooms. d) Use of LPG or Air Pump Cooking Gas (APCG) for better implementation of MDM.
