1 FACILITIES MANAGEMENT: PROGRESS OVER TIME In the September 2006 FCMAT report, Facilities Management improved its score to 5.8, with only two standards scoring below 4 Facilities Management: Overall FCMAT score progression No. of Standards with Score < Base score Improvement Legend

2 KEY ACCOMPLISHMENTS IN Completed and implemented Facilities Master Plan Provides data-driven list of project priorities Created specifications for elementary, middle, high and small schools New construction and renovations are determined in accordance with plan Passed $435 million General Obligations Bond to support facilities improvement Conducted extensive upgrades of facilities fire alarm systems, and all fire extinguishers found to be in place during audit Significantly improved outside lighting Increased cleanliness of school sites and restrooms Conducted energy assessment with PG&E to monitor utility consumption and realize savings

3 PLAN TO ADDRESS FCMAT RECOMMENDATIONS 1.Standards with scores greater than or equal to 5 (20 standards) Maintain current efforts and continue to improve 2.Standards with scores of 4 and below (5 standards) Focus areas for Sept rating efforts

4 FOCUS ON STANDARDS SCORING 4 OR BELOW Key Initiatives: Conduct an annual review to update the five-year deferred maintenance plan Coordinate budgets for capital construction projects and deferred maintenance projects Facilities Improvement and Modernization

5 FOCUS ON STANDARDS SCORING 4 OR BELOW Key Initiatives: Distribute cleaning standards to all site administrators so they are better able to evaluate custodial staff Work with district leadership to consider ways to improve accountability and evaluation of custodians Facilities Maintenance and Custodial

6 FOCUS ON STANDARDS SCORING 4 OR BELOW Key Initiatives: Develop Preventative Maintenance Plan –Determine resources required to implement plan –Challenge will be to adequately fund preventative maintenance Considering upgrade of CMMS system (currently in queue for Technology Services projects) –Build in ability to generate preventative maintenance work orders based on a preventative maintenance schedule Facilities Maintenance and Custodial

7 FOCUS ON STANDARDS SCORING 4 OR BELOW Key Initiatives: Develop a written Planned Program Maintenance System to document Building & Grounds inventory, anticipated replacement timelines, and anticipated costs –Challenge will be to adequately resource and fund project Considering upgrade of CMMS system (currently in queue for Technology Services projects) Write an annual report that summarizes anticipated repairs and replacements of equipment, projected costs, and the plan of action for these repairs Facilities Maintenance and Custodial

8 FOCUS ON STANDARDS SCORING 4 OR BELOW Key Initiatives: Current system and process already meet the FCMAT recommendations –Continue to use and improve current system Community Use of Facilities

13 CONCLUSION Facilities plans to maintain and improve on the already strong scores achieved on 20 of the 25 standards By the end of 2007, we expect significant progress in the five focus areas outlined in this presentation The greatest challenge of this plan lies in the districts ability to adequately support the resource-intensive Preventative Maintenance Program and Planned Program Maintenance System As a result of these efforts, we expect our FCMAT score to increase by 0.80, resulting in a score of 6.6 or better
