Background 2007 International Conference on MDG Statistics 1-3 October 2007, coincided with the Philippines’ celebration of the 18 th National Statistics Month Organized by the Philippine Statistical System, spearheaded by the National Statistical Coordination Board (NSCB) with funding support from the Department of Foreign Affairs Jointly conducted with the following: -UN Statistics Division (UNSD); -UN Economic and Social Commission for Asia and the Pacific (UNESCAP) Statistics Division; -Asian Development Bank; and the -Philippines’ UN Country Team (UNCT), including the UNDP. What has been done? Something to look forward to in the next four years… by 2015? II. Status of Implementation of the 2007 ICMDGS Recommendations 7

NATIONAL STATISTICAL COORDINATION BOARD Republika ng Pilipinas 2011 International Conference on MDG Statistics JOEncarnacion/19-21 October 2011 The NSCB Technical Staff (TS) coordinated with the UNSD, international organizations, Regional Commissions, and national statistical agencies. The NSCB-TS distributed questionnaires to agencies which participated in the 2007 ICMDGS as well as in the 2011 ICMDGS to monitor the implementation of the recommendations of the former. Countries 126 (Bangladesh, Lao PDR, Malaysia, Mexico, Myanmar, and the Philippines) Hence, status of implementation is limited only to the responses of 10 agencies and countries. II. Initiate a study to investigate the reasons for discrepancies between national and international data, and for data gaps, for a group of two or three selected countries in their region UN regional commissions With the coordination of UNSD (which will help establish contacts with international agencies); and the Assistance of UNDP. UNSD - Conduct of a series of workshops to identify data discrepancies between national and international databases 1)The first round of workshops has already taken place in all regions 2)Second round has just started, with a workshop carried out in coordination with ESCWA 3)One planned to be held in the ESCAP region early DFID project on “MDG Labs”, through UNSD in coordination with NSAs to compile national data and publish it side by side with international data. Expert group meetings should be organized to establish strategies for dealing with data discrepancies and data gaps at the national and international level. UNSD, with the participation of the following: international agencies UN Regional Commissions, Regional Offices of international agencies NSAs UNSD - Inter -Agency and Expert Group on MDG Indicators, which has taken up the issue of data discrepancies in every one of its meetings since the first ICMDGs. Working groups under the IAEG to address specific issues II. Status of Implementation of the 2007 ICMDGS Recommendations 11

UNSD, with the participation of the following: international agencies UN Regional Commissions, Regional Offices of international agencies NSAs UNICEF Facilitated sessions on under-five mortality and water and sanitation in UNSD- organized workshops HIV/AIDS M&E Reference Group (MERG) meetings UNICEF has reached out to WHO with the proposal to collaborate with UNSD’s MDGLabs initiative Cont. of no. 1 II. UNSD International agencies UN Regional Commissions Regional offices of international agencies UNSD - Conducted a number of capacity building activities to understand the methodology and definitions used by international agencies (and countries) - 2 nd round of workshops will particularly focus on definitions and methodology - Updated version of the Handbook on MDG indicator monitoring. UNSD International agencies UN Regional Commissions Regional offices of international agencies UNICEF - Three workshops on maternal mortality, with WHO, UNFPA, and the World Bank - Five regional workshops on child mortality since 2008 – co-hosted with the Inter-agency Group for Child Mortality Estimation (IGME) - Six regional workshops and engaged in individual country consultations reaching a total of 64 countries since 2007 – co-hosted with WHO II. UNSD International agencies UN Regional Commissions Regional offices of international agencies UNICEF (cont.) - Inter-agency meetings and workshops across key HIV/AIDS areas – with WHO, UNAIDS, UNFPA, and USG partners - Estimation training workshops for countries every two years – with WHO and UNAIDS - Annual estimate reviews in the TACRO region for the last three years – thru the Working Group on Immunization Estimation (with WHO). Metadata of nationally produced data should be provided and improved so that users at the international level can understand the methodology behind the data. Country/ National statistical agencies Bangladesh Ongoing. Metadata for nationally represented surveys are being done and will be hosted in BBS website soon. Lao PDR 30 out of 49 indicators are international MDG indicators which contain full metadata. The current ongoing DI Monitoring project is aiming to strengthen the metadata as well. Malaysia Available online. Metadata has been provided for 49 out of 68 indicators. It has been uploaded into “MalaysiaInfo” since II. Status of Implementation of the 2007 ICMDGS Recommendations 18

Country/ National statistical agencies Mexico Available online. Metadata for every one of the 80 indicators was produced in its MDG 2010 Country Report. Myanmar Some MDG-related information is available from various reports (e.g., MICS, IHLCA Survey, etc.) Philippines Available online. Metadata was produced last II. Lao PDR Presently, MDG data is being updated/consolidated through the: MDG working group (and its Consultant) LaoInfo network among key line ministries and provincial focal points Malaysia Uses “Indicators for Monitoring the MDGs” as a manual to provide the indicators of Malaysia MDG. Guidelines on the information flow of MDG data should be developed Country/ National statistical agencies Mexico Established. Also includes a public calendar. By mid October, it has transformed 32 indicators into SDMX. Philippines Established since The NSCB, as coordinator and policy making body on statistical matters in the Philippines, serves as the repository of the MDG indicators in the Philippines. II. International agencies should consult with countries before publishing their data UNSD International agencies UN Regional Commissions Regional offices of international agencies UNSD - Updating of the MDG database once a year. The data published is received from the responsible international agencies, which are expected to directly consult the countries before sending the final figures for publication. UNSD consults with countries on how the data was compiled, calculated and disseminated through the following: IAEG meetings; MDG data discrepancy workshops; and the MDG Labs. II. They would also share information on country and regional data collection initiatives to avoid duplication, etc. UNSD International agencies UN Regional Commissions Regional offices of international agencies UNSD - Official MDG website managed by UNSD contains contact information for every one of the MDG statistics experts - Metadata is updated frequently – for enhanced coordination with experts MDG Hotline (thru mdgs.un.org) - UNSD follows up with the discussions and responds to all queries sent by workshop participants, facilitating information as timely as possible.
