Lifeline Link-Up Workshop April 11, 2006

2 LIFELINE GOALS Increase awareness among eligible consumers. Focus on consumers who would not have telephone service without Link-Up and Lifeline. Develop a sustainable, long-term plan.

3 Outreach – from large events to small meetings Outreach efforts have switched from large festivals and events of attendees to smaller, targeted meetings Meetings are held at community centers and low-income housing developments Supported by local community leaders and legislators Opportunities for one-on-one interaction

6 LIFELINE OUTLOOK Verizons policy on non-basic service bundles is consistent with state and federal law Simplified Enrollment – 9,043 customers enrolled as of 3/10/06 Funding – ETCs should be allowed to recover costs. Expansion of criteria would do little to accomplish PSC objectives No need for additional subsidization due to increased competition and increasing numbers of CLECs and wireless providers seeking ETC status There are no barriers to providing affordable telephone service in Florida
