UNNExT Capacity Building Workshop on Single Window Planning and Implementation Module 5 – Single Window Project Management Process Authored by Dr. Somnuk Keretho UNNExT Advisory Committee Director, Institute for IT Innovation Kasetsart University December 2011 Palais des Nations, Geneva Supported by

Single Window Project Management for Policy Makers If this is your whole plan “Single Window Implementation is 80% talking and 20% doing” then…

Page  3 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva The Objectives of this module  To propose an overall SW project management process with 5 phases/activities and their deliverables for the policy formulation, planning and oversight of the SW projects.  To highlight that within each of these five phases, ten key components in the SW Development Cycle will normally be revisited and refined iteratively.

Page  4 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva Overall SW Project Management Process in 5 Phases 1.Inception Phase (Preliminary) – Developing a concept paper for preliminary and initial discussion 2.Elaboration Phase – Conducting a detailed feasibility study 3.Planning Phase – Formulating a SW high-level master plan 4.Execution Phase – Executing and overseeing the project implementation plan 5.Feedback & Lessons-learned Phase – Collecting lessons learned and suggesting opportunities for SW improvement and extensions.

Page  5 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva SW Project Management in 5 Iterative Phases 1. Inception Phase 2. Elaboration Phase 3. Planning Phase 4. Execution Phase 5. Feedback Phase

Each phase in the SW Project Management Process needs to consider the ten key components as suggested in the SW Development Cycle

Page  7 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva Each project management phase needs to walk through the SW Development Cycle The steps in the SW development cycle should be revisited during the inception and feasibility analysis phase, the planning phase, and again during the implementation phase, but of course, with different levels of depths and perspectives. 0. Preliminary 3. Stakeholder Collaboration 4. Business Process 5. Data Harmonization 7. Interoperability and Standards 9. Finance and Governance 10. IT Infrastructure and Solutions 2. SW Vision 6. Application Architecture 8. Legal Infrastructure 1. Stakeholders’ Requirements Management

Page  8 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva Understand the “As-Is” and propose the “To-Be” of these 10 Key Components 1.Stakeholders’ Needs and Requirements 2.SW Vision and Political Will 3.Stakeholders Collaboration Platform 4.Business Process Analysis and Improvement 5.Data Harmonization and Document Architecture 6.Service Functions/Applications Architecture 7.Technical Standards and Interoperability 8.Legal Infrastructure 9.Business Models, Financial Issues & Governance 10.IT Infrastructure & Technical Architecture

Page  9 UNNExT Workshop on SW Planning and Implementation, December 2011, Geneva Summary  Step-wise SW project management in 5 phases include the inception phase, the detailed feasibility study phase, planning phase, implementation and oversight phase, and the lessons-learned/feedback phase  In each phase, the ten key components and associated activities/deliverables in the recommended SW development cycles should be revisited and refined iteratively, for example, until the “to-be” architectures/conditions of those key components are commonly agreed and committed (for analysis and planning), or for monitoring the progress (during the implementation and oversight phase), or for collecting lessons learned (during the lessons-learned phase).
