3 MNF SOP CBRN-TIM Aim To provide the plenary group with an overview of the proposed changes to the CBRN-TIM specific portions of the MNF SOP

4 MNF SOP CBRN-TIM Overview Principles Lots of good information –Need to balance quantity with need for nations with less developed CBRN-TIM doctrine to have information Need clarity in language use and sentence structure Avoid use of acronyms (especially if there are multiple meanings), ie IO Avoid use of nation specific terms, ie THREATCOM,etc Avoid use of nation specific systems or capabilities- focus function or capability Minimized the number of comprehensive checklists – left for appendices

5 MNF SOP CBRN-TIM Overview Principles(2) Consider the SOP as an Aide Memoire, not a checklist, and not a replacement for existing doctrine manuals –NATO doctrine, ABCA doctrine, US doctrine, etc Replace NBC with CBRN-TIM when it makes sense (some nations still use NBC, but most nations have made the transition to Chemical, Biological, Radiological, Nuclear, Toxic Industrial Materials) Recommend CBRN-TIM Staff become part of C3 (Operations) Need to attribute definitions

6 MNF SOP CBRN-TIM Coordination Team has emphasized need for detailed coordination CTF Surgeon for many aspects of biological releases, general casualty treatment, providing advice to CCTF Affected Nation/ Host Nation for: –Movement of contaminated personnel and equipment –Quarantines

7 MNF SOP CBRN-TIM National Responsibilities Decontamination standards, to include moving back to home nation –National standard or Affected Nation, whichever is more stringent Repatriation of contaminated deceased remains Providing forces with appropriate equipment and training standards, as defined by CCTF

8 MNF SOP CBRN-TIM Other Points Recommending ATP 45 as the doctrinal reference source for warning and reporting Risk Assessment Ranking Table. Recommending reversing numerical rating –Currently most likely/ most dangerous has a numerical rating of 1 Recommend restructuring SOP to make it easier to find items, ie Glossary to the end CTF Surgeon and Medical portion should ensure discussion of need to work with CBRN-TIM staff
