8 General Order No. 3 To help protect Coalition Forces operating in Iraq and Afghanistan, the Department of Commerce has taken certain regulatory steps to disrupt the flow of U.S.-origin commodities that have been, and may continue to be, employed in Improvised Explosive Devices (IEDs) or other explosive devices used against Coalition Forces in Iraq and Afghanistan.

9 General Order No. 3 On June 5, 2006 the Department’s Bureau of Industry and Security amended the Export Administration Regulations (EAR) to create a General Order that imposed a license requirement for exports and reexports of all items subject to the EAR where the transaction involved the United Arab Emirates firm Mayrow General Trading or entities related.

10 General Order No. 3 On September 6, 2006 the Department amended General Order 3 to add nine additional persons that the Department had reason to believe were affiliated with or related to Mayrow General Trading. On June 8, 2007 the Department published a second amendment to General Order 3, naming 16 additional parties.
