STATE SALARIES AND SUPPLEMENTS (2) REQUIREMENTS. Local units of administration (LUAs) shall pay to full- and part-time certified professional employees the salary prescribed by the state schedule of minimum salaries adopted annually by the Georgia Board of Education. 1. LUAs shall pay certified personnel based on the validity date of the individual's certificate within the contract year. 2. Personnel holding at least one valid professional certificate in any field shall be paid the professional salary at the certificate level held, regardless of the field of assignment, provided that a valid certificate is held in the field of assignment. Certificate validity, type and level are defined by the Professional Standards Commission..

Certification and Minimum Salary EXPERIENCE FOR SALARY PURPOSES. (1) Purpose. The minimum state salary of certified educators in Georgia is determined by the number of years of creditable experience earned and the highest level and type (provisional or professional) certificate held. Creditable years of experience represent the experience approved by the State Board of Education for advancement on the state salary schedule.

ASSIGNMENT CERTIFICATE TYPE … the type (B, T, DT, etc.) of certificate for the assignment. See Certificate Type Code Table for a list of ASSIGNMENT CERTIFICATE TYPES currently in use. ASSIGNMENT CERTIFICATE TYPE is reported in CPI RECORD TYPE = „C’; for all active Certified personnel. The ASSIGNMENT CERTIFICATE TYPE must match the information on file at the Professional Standards Commission (PSC). Source: CPI Data Glossary

PSC Code Validity Checks in CPI Certification information is checked against cert data from PSC. 8/22/2010 6:05:45 PM11

CPI Checks Against PSC Data E639CERTIFICATE FIELD CERTIFICATE FIELD "Expiration Date" in PSC Database has passed. E641CERTIFICATE LEVEL CERTIFICATE LEVEL does not match PSC. Enter the most recent active CERTIFICATE LEVEL issued by PSC. E645 SOCIAL SECURITY NUMBER, ASSIGNMENT TYPE CODE SOCIAL SECURITY NUMBER does not exist in PSC Database for this employee. What is the Certificate Level? The level of certification recognizes the commission’s determined equivalent of an individual’s level of education. The assignment of a certification level is contingent upon: a valid certificate field being held; the degree being from a regionally accredited institution; and the degree and/or major meeting rules on acceptable credit and degrees. In some cases, the commission’s determined equivalent certification level may be equal to or less than an individual’s highest degree level. (For example: degrees with "doctoral" or "doctorate" in the degree title may result in a certification level of four, five, six, or seven. – See PSC Rule )Rule

Level One (Vocational) - completion of a high school diploma or GED Level Two (Vocational) - a minimum of an associate’s degree Level Four - a minimum of a bachelor’s degree Level Five - a minimum of a master’s degree Level Six - a minimum of an education specialist’s degree; or completion or completion of an all-but-dissertation (ABD) program Level Seven - a minimum of a Ph.D. or Ed.D. degree Generally Recognized Certification Levels

What is the Certificate Type Code? Certificates are organized by type according to the school personnel function. Certificate types include Teaching, Service, and Leadership; the type of certificate dictates in what capacity the educator may serve. TYPES (9) Teaching (T) Service (S) Leadership (L) Paraprofessional (PARA) Non-instructional Aide (AIDE) Technical Specialist (TS) Permit (P) Support Personnel License (SP) Adjunct License (J)

What is the Certificate Field Code?  Identifies the content area Examples:  Early Childhood Education  Math  English  Identifies grade level Examples:  Elementary (P-5)  Middle Grades (4-8)  Secondary (6-12)

What does PSC Receive? All data reported in CPI cycle 1 Demographics Certification Information Assignment Information

Data Used for HiQ System Code School Code SSN Subject Matter Code Job Code Percent of Time Certified Employment Basis

 Ambiguous or inaccurate data reported in CPI will necessitate corrections during HiQ2 reporting.  Job Code  Teacher-of-record or not teacher-of-record  Grade level of instruction  Subject Code  Content  Modality Conversion Issues in HiQ2

Charter Waivers  Charter schools can have state certification requirements waived  All teachers of core content areas must meet federal NCLB requirements  Refer to Title IIA for guidance

Charter Waivers in CPI GaDOE codes for charter waivers to allow non-PSC data in CPI: New GaDOE “substitute” CertificateType Code for CHARTER CHW =GaDOE Charter School Waiver To be combined with: New GaDOE “substitute” Certificate Field Codes for CHARTER WAIVER 101 = Academic Major (Grades 6-12) - GaDOE Charter School Waiver only 102 = Course work (minimum of 21 semester hours)* - GaDOE Charter School Waiver only 103 = GACE - GaDOE Charter School Waiver only 104 = HOUSSE - GaDOE Charter School Waiver only Combinations of these codes will only be allowed for charter schools that have waivers.

Impact of HB280 Math and Science Teacher Funding Incentives Grades 6-12 Certifications Grades K-5 Endorsements New report with a separate signoff

Report to identify teachers to be submitted to Budget as eligible for possible incentive funding separate from T&E  Grades Certified in Math and/or Science by PSC  First-time increase to Salary Step for 6 years experience (Step 4)  Annual 1 Step increases each year up to 5 th year  Beyond 5 th year, based on OSA student achievement criteria  Reverts back to actual years if criteria not met.  K-5 – PSC Endorsements in Math and/or Science possible incentives if funded (General Assembly appropriations) Stipend of $1000 per endorsement each year up to 5 years. *** Both dependent on funding *** Impact of HB280

Impact of HB455/923 “Performance-Based Leadership” Definition of Leadership Certification  Certification Type with “L” in the code  Next year starts the regulating of Certification Level for T&E based on working in leadership position  Requirements will be progressively implemented over the next three years for masters, education specialist, and doctoral degrees.

Impact of HB455/HB923 Excerpt from Ga Code “… an educator's placement on the salary schedule shall not be based on a leadership degree…in conjunction with completion of an educator leadership preparation program approved by the Professional Standards Commission, unless the educator is employed in a leadership position as defined by the State Board of Education…”  THIS YEAR: New CPI Report will allow districts to identify employees reported with leadership certification, but no leadership Job Codes, to assist with planning for future.
