27 Jacques Attali – on referendum  The problem with a referendum is that people do not vote on the topic of the referendum. They vote for or against the person or administration who ask the question.

28 Conclusions  E-government services are costly to implement but improve efficiency and reduce corruption  E-participation needs to be promoted  E-participation needs to be facilitated  People need to be educated on how to e-participate  Politicians need to be educated on how to listen to input from e-participation
