Methodology  Rated each core PRSP element: diagnosis, public actions, monitoring, and consultative process  Also rated each of eight sectors: health, education, labor markets, agriculture, safety nets, infrastructure, governance, and financial services  Done in FY00, FY01, FY02 and FY03

Methodology, cont.  Rating of each element/sector: 0 - No mention of gender issues 1 - Brief mention of gender issues 2 - Gender issues treated with some elaboration  Computed averages sectors to get total ratings for each core element  Reported here are averages >1.00 (no PRSP had an average above 1.53)

Two good practice examples

Honduras PRSP  Detailed poverty analysis based on survey data  Gender analysis beyond education and health: Political participation, child labor, gender-based violence, issues related to black and indigenous women, employment trends, labor market conditions  Concrete actions identified: Improve land title regulation system and establish legal procedures to address gender inequalities in ownership and access to land  Recognized need for sex-disaggregated indicators, especially in sectors other than health and education

Zambia PRSP  Extensive gender analysis based on survey data and national gender policy  Gender issues discussed throughout, plus in a separate section on inequalities  Gender-responsive actions identified in seven areas beyond health and education, including tourism, natural resource management, and infrastructure  Sex-disaggregated indicators used to track progress in most areas where actions were proposed
