Assistance to Coordinated Assessment Process 1 Feedback from consultations with NDMOs

Question 1 For 20 years the international community and regional partners have assisted the Rapid Initial Assessment process, yet we’re not there …. What is needed? What is still missing? How can the regional partners through the PHT enable sufficient understanding and analysis during disasters? 2

Response Much assistance regarding assessments has been focused around the initial rapid assessment – IRA, particularly in understanding damage (buildings, crops, people). Little assistance on Asssessments has been directed towards strengthening an understanding of the big picture, including government service providers (line ministries) in the assessment process. 3

The way forward 1.Foster in-country participation of the line ministries and relevant partners in the analysis of the situation 2.Encourage ministries to activate and strengthen their regular monitoring mechanisms and 3.to feed into the understanding of the situation

The way forward 3.That select indicators that monitor the pulse of the population during “peace time” are continuously monitored through the Rapid Assessment, and sectoral assessments 4.Ensure that ministerial monitoring mechanisms are compatible with each other 5.Ensure that sectoral assessments are coordinated, ie compatible

Next concrete steps Agree on the framework with all regional partners (ie concept of monitoring sectoral indicators outside of disasters, and during disasters, expectations on assessments vs regular monitoring mechanisms)
