3 State Update  Big stuff:  Likely $800 mil cut to $6b CCC budget ahead  Cuts likely to be to base allocation  FTES will need to be dramatically reduced  Estimate another 400k students lost  Fee increases $26-36, and perhaps more (LAO: $66)  Prepare for a new equilibrium

4 Reform Efforts  EOT census payments narrowly avoided  Student Success Task Force created to respond to Legislature; due Jan 2012  Foundation and Federal push for reform: degree production  Leveraging few dollars to create change  Lots of data reporting burden

5 Reform Efforts  Enrollment Prioritization and Rationing  Repeats  PE  >100 unit accumulations  Registration priority  Add/Drop/Withdraw dates

6 Federal Initiatives for  Net Price Calculator  All institutions must have a net price calculator posted on their website by October 29, 2011  CCCCO working with FinAid to create either:  Bulk upload into Federal NPC; or  Create CCC system NPC  Either way, should be automated centrally

7 Federal Initiatives for  Gainful Employment  Final regs (October 2010) require schools to disclose job placement rates for programs that prepare students for gainful employment.  Affects CCC certificate programs only

8 Gainful Employment  Proposed Reg/Definition:  Of all students that received a credential during year:  % that were gainfully employed in occupation for which they were trained or related field for at least 13 weeks within 6 months after receiving degree.  Satisfactory documentation: written statement from student’s employer, signed copies of income tax forms, or state-sponsored workforce data systems

9 Gainful Employment  Problems and feedback ensued!  Beginning July 1, 2011:  Institutions will disclose job placement for each gainful employment program using rates already required by its accrediting agency or State.  This interim method will be used until NCES/IPEDS develops a methodology.  SSA match, state EDD system preferred

10 Committee on Measures of Student Success  Bailey: Chair  Perry: Subcommittee Chair, Progression and Completions Workgroup  Making headway on affecting change to IPEDS-GRS  Degree-seeking, hybrid outcomes, outcome hierarchy, other crosstabs counted

11 State/System Initiatives  K-20 Database Project  SB1298 called for State CIO and LAO to convene stakeholders to examine technical feasibility/governance models of creating K-20 data system in CA  JPA concept; awaiting agreement between CDE, CCC, CSU, UC, CPEC, EDD  Current SB885 (Simitian) paves the way for this to occur

12 State/System Initiatives  Centralized Assessment (AB743)  Feasibility Report now complete  Electronic Transcripts (AB1056)  Ties implementation/adoption timeline to funding
