Introduction RGAVP registered as Society registered under Rajasthan Societies Act-1958, under the Chairmanship of Hon’ble Chief Minister All rural livelihood programmes in the State are being implemented under the aegis of the RGAVP. RGAVP

Financial Inclusion Bank Linkage & Community Investment fund Strategies in RGAVP-Contd… Financial Inclusion Bank Linkage & Community Investment fund Appraisal and sanction of CIF amount by VOs/loose VOs . Rs. 107.8 Crore has been disbursed as CIF to 9800 SHGs Organized 7 Bankers meet in those districts which were informally declared as dark zone by bankers, resulted in creating favourable environment in the State . Positive response from Bankers led the State to achieve Rs. 132.85 crore against the target of Rs. 77.50 crore in 2014-15 MCLP Cadre&Bank Sakhi Developed 267 MCLP trainer(SHG Women) for training and preparing MCLP of SHGs. 2 MCLP trainers stay with each SHG for 3 days and facilitate MCLP preparation. 27 SHG members as ‘Bank Sakhi’ is acting as liaison between SHG and bank branch. Model is well accepted and appreciated by branches. Agriculture and Vegetable based Livelihoods through Cluster Approach Strategies in RGAVP-Contd… Agriculture and Vegetable based Livelihoods through Cluster Approach 48 Agriculture Clusters have been promoted, comprising Maize(6), Bajra (10), Pulses(1), Vegetables(4) and fruit orchard (15), Wheat (1), Cash Crop (1) - 27760 families Rs. 10,000 -15, 000 annual increase in income of around 1200 families through Vegetable cultivation in Abu and Bali block in Sirohi and Pali districts respectively. 527 Krishi Sakhis have been trained to facilitate and provide day to day handholding support in Clusters. Producer company has been formed for establishing Custard apple value chain in Bali block. (500 farmers) Proposed Scaling –up in 2015-17 5500 Krishi Sakhi 550 Agri Para Professionals One cluster-around 300 HHs. Introduction of certified seeds/Package of Practices/Orientation training/Pre post follow-up by Krishi sakhis/NGO Subject Matter Specialist Project support –Contribution on inputs like seeds & Pesticides (New beneficiaries-50% and repeated beneficiaries-30%),Honorarium of Krishi sakhis, Livelihood facilitators,NGO staff etc. RGAVP

Skill Development Skill Trainings Kaushal Vikas Shakhi Strategies in RGAVP-Contd… Skill Development Skill Trainings Skill development training of Youth by - Rajasthan skills and livelihood development corporation (RSLDC) , RSETI /RUDSETI , Central Institute of Plastic engineering and Technology (CIPET). Mobilization of Youth till now done by staff or PIAs. Kaushal Vikas Shakhi Introduction of Kaushal Vikas Shakhi (KVS) – A specialized community cadre of SHG women to give priority in youth mobilization to SHG member households. An incentive-based model with a fixed honorarium and variable component based on performance(Mobilization, Training, Placement) Krishi Vikas Sakhi honorarium-Rs 2500/PM +Incentive of Rs 100/youth after completion of training, Rs 100/youth after placement, Rs 50/youth if the trainee is from SC/ST and Rs 50/youth if the trainee is women from SC/ST Households. RSETI Progress-Up to March’15 ,29285 youth trained through RSETIs. From April-June’15, 6745 Youths trained through various RSETIs. 1215 youth trained under RRLP . 6250 youth trained under DDU-GKY . RGAVP

Protocols adopted for Expansion in June 2015 20 new blocks for expansion were identified. 600 immersed and trained community cadres were counseled and trained at State level to finally select CRP team for expansion. After selection, CRP teams were deployed for 15 days for field trial and 422 SHGs formed by these CRP during this period. 465 CRP (75 CRP team) for 20 blocks were finally selected. Block offices have been established and staff deployed in these 20 blocks. After completing above protocols, CRPs were deployed in new Blocks from 1st June, 2015. RGAVP

Achievement in Expansion First phase of expansion for 20 new blocks was launched on 1st June 2015 by Hon’ble CM of Rajasthan Total 465 community cadres were sent in first round of CRP drive to form SHGs. The first round of CRP has been completed on 30th June 2015 and around 1018 SHGs formed by CRPs. The Community cadres for second phase (Oct 15) of expansion have been identified and their training has been started. RGAVP

Expansion in 20 new blocks Successfully expanded the programme in 20 new blocks on 1st June 2015 through CRPs generated from Rajasthan. Hon’ble CM has flagged off the CRP team to 20 new blocks. RGAVP

Pilot with Vodafone m-pesa It has been observed that it takes almost half/one day in some pockets of the state to deposit small amount of money due to large distance of bank branches in some pockets of the state which leads to wage loss. To provide door step banking services to SHG members through Mobile, a pilot has been initiated in Aanadpuri (Banswara), Baap (Jodhpur) and Sankra (Jaiselmer). Pilot was launched by Hon’ble Minister, RD&PR, GoR on 13th May 2015. RGAVP

Pilot on Rural BPO through SHG 15 Women SHG member from Bakani, Jhalawar has been provided 15 days residential training during 10-25 May by Piramal Foundation at Bagar, Jhunjhunu on technical know how of Rural BPO. A pilot to establish rural BPO run by trained SHG members to provide timely information and services to women SHG members is in process. RGAVP

Web based Performance Appraisal System Web based RAJEEVIKA MIS recently developed by RGAVP Periodic Performance Evaluation is being carried out through Key Performance Indicators linked with CBOs quality parameters; Monitoring reports for various levels (State; District; Block; Cluster; Location; GP; Village; Project) Monthly Target Vs Achievement monitoring on various key indicators. Comprehensive SHG database for the state; Status of deployment and monitoring of various Community Cadres; Web enabled auto emailing on daily basis to all staff based on their area responsibilities. Data Mitras is being engaged for MIS updation. RGAVP

ISSUES/Support required Frame work on Higher level community Institutions like Village Organizations and Cluster Level Federations. Clear Frame work on Livelihood Interventions under NRLM. Guidance from NMMU, MoRD regarding total funding required as per Phasing plan. Need of bridge software to port data from RAJEEVIKA –MIS to NRLM-MIS. RGAVP needs Rs 9000 crore to saturate entire state(by moblizing 60 lac rural households out of 1 crore rural HHs into around 4.5 lac SHGs) @Rs 15000 per Household / Rs 30 crore per block. 1 block = 150 villages = 1500 SHG = 18000 HHs = Approx Rs 30 crores @ Rs 15000 per HH RGAVP
