2004 Urban Mobility Study (TTI)  Examines 85 U.S. urban areas from 1982 to 2002  Conclusions:  The problem can be stated simply – congestion has grown everywhere in areas of all sizes.  Congestion occurs during longer portions of the day and delays more travelers and goods than ever before.  There are ways to address congestion problems, but there are not enough solutions being implemented to keep pace with the growing travel demands.
