NATO / ISAF UNCLASSIFIED LOGO Humanitarian Assistance (HA) must be used in a practical and effective manner with the purpose of achieving the Commander’s objectives and end state. There are many important considerations, planning factors, and constraints to be taken into account. Humanitarian Assistance Purpose

NATO / ISAF UNCLASSIFIED LOGO The delivery of HA must support the tactical operation and specific objectives. There must be a reason for using it: Supplying HA is a good way to improve the image of the ANSF among the Afghan people, and therefore increase trust between the people and the legitimate government. HA helps counter insurgent propaganda about the ANSF not caring about people, about GIRoA ineffectiveness, and counters insurgent claims about the ANSF being anti-Muslim. HA is consistent with Islamic principles and Afghan culture. It supports one of the pillars of Islam, that of giving alms and support to the needy. This is something all Afghans will support. NATO / ISAF UNCLASSIFIED LOGO HA use must be planned carefully and in advance. Planning must take into consideration - logistics, locations, security, leaders and the selected population. HA requires the active coordination of many staff sections, units, and local leaders and populations, and possibly NGOs and international organizations. HA Management

NATO / ISAF UNCLASSIFIED LOGO Identify the location for delivering the HA taking into account the objectives and operational end state. Balance security considerations with accessibility to the people receiving HA. HA Delivery

NATO / ISAF UNCLASSIFIED LOGO Select the people to receive HA, and determine the number of families. Know the tribal considerations. Internal coordination with the RCA and IO, and external coordination with the leaders and elders, must be considered. Population

NATO / ISAF UNCLASSIFIED LOGO Identify source of funding and resourcing for Humanitarian Assistance. Consider NGOs and IGOs. HA stocks and sources must be secured, and environmentally preserved. The location must take into account security, storage, route, transport, and proximity considerations of the units using the HA. Remember that HA food supplies have expiration requirements. For staging purposes - forward support areas (FSA) and/or logistical release points (LRP) should follow the same considerations mentioned above. Coordination must be made with the receiving personnel. Logistical and Resourcing Considerations

NATO / ISAF UNCLASSIFIED LOGO The use of HA will incur political considerations. Understand the implications and how it could affect the civil environment and future situations. HA can be used for relief operations, but that is not the only opportunity or reason for use. Political and Environmental

NATO / ISAF UNCLASSIFIED LOGO Assess the impact of delivering HA. Plan a follow-up evaluation that assesses how the people were helped, and how effective the HA delivery assisted the operation. Identify lessons learned and improve the use of HA in future operations. Evaluation Measures
