VISION Geographic Information with all its aspects should become a fully integrated component of the European knowledge-based society MISSION In order to ensure good governance, economic and social development, environmental protection and sustainability, and informed public participation, the mission is to maximise the availability and effective use of GI throughout Europe This will require EUROGI to stimulate, encourage and support the development and effective use of GI and relevant technologies, and to act as the voice for the European GI community

INSPIRE PRINCIPLES 1. Spatial data have to be stored, made available and maintained at the most appropriate level. 2. It should be possible to combine spatial data from different sources across the community in a consistent way and share them among several users and applications. 3. It should be possible for spatial data collected at one level of public authority to be shared among other public authorities. 4. Spatial data are made available under conditions which do not unduly restrict their extensive use. 5. It should be easy to discover available spatial data, to evaluate their suitability for a given purpose and to know the conditions which apply to their use. Spatial data = focus of ‘90ies in EUROPE

10 INSPIRE is a complex action because: GI is pervading the public administration and e-gov ; Different stakeholders, subjects, functions and models are co-existing; It is moving from the IR ( Implementing Rules) to DS (Data Specifications)….and to GUIDELINES ! Changes in attitude and practices expected by INSPIRE need to be encouraged and fostered; Involvement of different levels, from European to local level ( EUROGI discovered issue !) Resources are needed to sustain SDIs ;

11 INSPIRE needs to be complemented because: EC relevant GI goals (politically, technologically, socially) need appropriate support; The public and private sectors, by themselves, are imperfect; where the interaction between public and voluntary sector is high the climate is most favorable; The complex mechanisms of implementation need help: cooperation and collaboration of different entities can improve this process; Voluntary sector rooted in society may be better placed to help changes with dissemination activities; Umbrella organizations can provide intellectual and operational leadership over the characteristics of the specific country.

ESDInet+ Identify and document relevant existing local, regional and national SDI initiatives Determine common problems and good practice solutions Focus on Sub-national SDI PLAN4ALL The project Plan4all will be focused on the harmonisation of spatial planning data based on the existing best practices in EU regions and municipalities and on the base of results of current research project.
