Present Crop Insurance Schemes 1. National Crop Insurance Scheme. 2.Modified National Insurance Scheme. 3. Weather Based Crop Insurance Scheme. Coconut Plant Palm Insurance Scheme.

Problems: Farmer’s Participation is very low. Number of CCE increased manifold in MNAIS. Delay by states in furninshing yield data. Poor density of AWS under WBCIS. Difficulties in designing & developing of suitable area based weather products. Inadequate publicities of crop insurance schemes. High rate of premiums. More area covered under insurance than area sown. Making affective remote sensing for estimation of crop yields.

Suggestions: Flexibility to choose by states in any of the existing schemes and any funded new schemes. Crop insurance should be voluntary for loanee farmers. Robust structure of AWS in WBCIS. Direct payment by insurance companies to AWS Providers to be avoided. Provide manpower to implement crop insurance schemes effectively. Premium rates should be as NAIS, rest burden should be bear by Governments. Regular/seasonal trainings to all stake holders especially banks/district functionaries. Infrastructures and manpower related to insurance companies should be increased at lower level/unit level. Transperancy in transfer of premium as well as claim fund. Research products should be added with insurance schemes Pilot project for estimating crop yields at plot level by remote sensing. Clear cut instructions should be foreach products such as there is no proper detailed instruction about crop failure. Insurance should be supportive to the farming community and resulted in increase production.
