FEMP’s Role is to Facilitate Action FEMP works with Federal agencies to deploy technologies, tools, and knowledge within the Federal Government through:  Project Financing  Technical Assistance and Guidance  Planning, Reporting, and Evaluating  Federal Fleets  Federal Energy Efficiency Fund (FEEF)

Energy Exchange : Federal Sustainability for the Next Decade Assists agencies to meet the performance contracting goals set forth in the (December 3, 2011) Presidential Memorandum by utilizing energy savings performance contracts (ESPC), utility energy service contracts (UESC), and power purchasing agreements (PPA) Project Financing ESPC Allows Federal agencies to complete energy-savings projects without up- front capital costs and special Congressional appropriations. UESC Allows utilities to provide to their Federal customers:  Comprehensive energy and water efficiency improvements  Demand reduction services PPA Allows Federal agencies to fund on-site renewable energy projects with no up- front capital costs incurred.

Energy Exchange : Federal Sustainability for the Next Decade Allows Federal agencies to complete energy-savings projects without up-front capital costs and special Congressional appropriations. What is an ESPC? ESPC is a partnership between a Federal agency and an energy service company (ESCO ) ESCO  Conducts a comprehensive energy audit of Federal facilities and  Identifies improvements to save energy  Designs and constructs a project that meets the agency's needs  Arranges the necessary funding  Guarantees improvements will generate energy cost savings to pay for the project over the term of the contract (up to 25 years)

Energy Exchange : Federal Sustainability for the Next Decade eProject Builder Update What is it?  A new ESPC data entry and tracking system with performance benchmarking capabilities Who uses it?  Energy Services Companies (ESCOs) and their contracting agencies What’s the value? Enables ESCOs and contracting agencies to:  Upload and track project-level information  Generate basic project reports required by local, state, and/or federal agencies  Benchmark new Energy Savings Performance Contract (ESPC) projects against historical data

Energy Exchange : Federal Sustainability for the Next Decade President Obama announced Federal agencies will further expand their use of performance-based contracts through 2016 to upgrade the energy efficiency of Federal buildings at no cost to taxpayers. Presidential Performance Contracting Challenge (PPCC) The extension of the PPCC will further drive:  Federal invest of energy efficiency technologies  Innovation and partnerships between the Federal Government and the private sector

Energy Exchange : Federal Sustainability for the Next Decade Sustainability Guiding Principles -- online training showcasing Bureau of Land Management. ENABLE Performance Contracting – support for National Park Service and US Fish and Wildlife Service. Renewable Energy – Project prioritization – Enterprise-wide screening for National Park Service – Feasibility studies for NPS and USFWS Data Management and Interpretation -- develop tool and perform pilot study for Bureau of Reclamation. Photovoltaic Operations and Maintenance – online training highlighting practical, hands-on methods. DOI Agency Partnership Activities

Energy Exchange : Federal Sustainability for the Next Decade Dept. of Transportation received FEMP assistance to increase the EISA 432 compliance rate from 12.2% to 45.8% DOT EISA Section 432 Evaluations Keys to Success:  26 site visits.  236 desk audits (with verification from utility data and questionnaires).  Close coordination between FAA ATO, DOE HQ, NREL and contractor. Additional benefits  Completed audits allowed for consideration in ESPC projects.  Facilitated increased ability to do HPSB assessments.  Helps improve data for annual reporting.  Performing desk audits resulted in $1 million in savings.

Energy Exchange : Federal Sustainability for the Next Decade Training Works cooperatively with the General Services Administration (GSA) to offer technical training that fulfills many of the requirements of the Federal Buildings Personnel Training Act. International Association for Continuing Education and Training (IACET) accreditation allows FEMP to offer certified Continuing Education Units (CEUs) Certified Trainings ( receive IACET CEUs & Certificate)  eTraining Courses  First Thursday Seminars  On-Site Workshops Non-Certified Trainings ( receive standard FEMP Certificate of Completion)  Frequent Webinars

Energy Exchange : Federal Sustainability for the Next Decade Provides direct technical assistance and tools to agencies to increase utilization of existing alternative fuel infrastructure and increase selection and placement of alternative fuel vehicles. Federal Fleets  Increases utilization of existing alternative fuel infrastructure - Fleet Sustainability Dashboard (FleetDASH).  Assists in selection and placement of alternative fuel vehicles – NREL Optimal Vehicle Acquisition (NOVA) analysis.
