Spatial Planning in Germany Principles The preparation of spatial plans and their implementation are principally independent from each other. A town planning department (or any other planning department) only plans and regulates the land use. Implementation is not a direct part of the plan itself.

Protection and Development of the natural spaces for living Create similar living conditions for the population in all parts of the country Create a spatially balanced settlement structure (aiming for a harmonised relation between urban agglomerations and rural areas) Adapt social and economic structures to each other Maintain and strengthen the ecological functions of the land Planning Legislation at the Federal Level Regional Planning Act (Spatial Structure Development Act) Guiding principles

The Federal Government is responsible for the harmonisation of the German Regional Planning with the European context The conference of the State Ministers for Regional Planning (State -Level-Planning) is co-ordination the spatial planning The Federal Ministry for Transport, Building and Housing is supported by a committee The Federal Government through the Federal Ministry for Transport, Building and Housing) prepares every 4th year a Regional Planning Report for the Parliamentary Assembly The Minister has the responsibility for the general co-ordination of regional planning Control of the Administration The Minister has Framework competence and not planning competence (with the exception of: Defence, Federal Highways, Federal Waterways, Railways, Air traffic...) Biosphere reserves are large areas with certain landscape types consist partly of nature reserves contain of 3 protection zones: core, buffer and transition zones Nature Protection Types of Protected Areas Nature reserves are the most strongly protected: the habitats of certain wild plant and animal species are protected National parks large areas with particularly beautiful or rare natural, untouched statemost parts of the ational parks fulfil the prerequisites for nature reserves
