Mike Bailey, OSU Curriculum Council May 10, 2012 Proposal #82511: Graduate Certificate in Public Health Category I Proposals for the May 2012 Faculty Senate Meeting May 10, 2012 Proposal #81035: Merging Animal Sciences with Rangeland Ecology and Management Proposal #82222: College of Education Reorganization and Department of Science and Mathematics Education Merger Proposal #82725: Innovation Management, BS/BA, Double Degree Proposal #82870: Graphic Design BFA Proposal #83339: New Department/School Proposal – School of Design and Human Environment

Mike Bailey, OSU Curriculum Council May 10, 2012 Executive Summary: This proposal intends to merge two departments, Animal Sciences and Rangeland Ecology and Management, into a single department called Animal and Rangeland Sciences. The intent of this merger is to enhance synergy among faculty in livestock production, animal welfare and behavior, and forage management to deliver programs that stakeholders value and depend upon for the economic viability of their businesses. Merging Animal Sciences with Rangeland Ecology and Management

Mike Bailey, OSU Curriculum Council May 10, 2012

Impacts to Students: No impact. No courses are being changed. No degrees are being changed. Budget Impacts: Minimal. Merging Animal Sciences with Rangeland Ecology and Management

Mike Bailey, OSU Curriculum Council May 10, 2012 External Letters of Support: EOU Internal Liaison: Crop and Soil Science Merging Animal Sciences with Rangeland Ecology and Management

Mike Bailey, OSU Curriculum Council May 10, 2012 Issues: Original proposal had no liaison with Eastern Oregon University. This was corrected. Vote: The Curriculum Council approved this proposal, with no dissenting votes. Merging Animal Sciences with Rangeland Ecology and Management

Mike Bailey, OSU Curriculum Council May 10, 2012 Executive Summary: This proposal intends to create a 19-credit Graduate Certificate in Public health to be offered via Ecampus. The certificate consists of the 5 core courses from the Masters in Public Health degree (for 16 credits), plus one elective (for 3 credits). Graduate Certificate in Public Health

Mike Bailey, OSU Curriculum Council May 10, 2012 Impacts to Students: Only good. Nothing is being changed or taken away. The students would now be able to receive recognition for those 19 credits taken. Budget Impacts: Moderate..15 FTE faculty. Part-time Instructors. Graduate Certificate in Public Health

Mike Bailey, OSU Curriculum Council May 10, 2012 External Letters of Support: Conference of Local Health Officials Oregon Public Health Division Northwest Health Foundation Oregon MPH Program OHSU School of Nursing Graduate Certificate in Public Health

Mike Bailey, OSU Curriculum Council May 10, 2012 Issues: None Vote: The Curriculum Council approved this proposal, with no dissenting votes. Graduate Certificate in Public Health

Mike Bailey, OSU Curriculum Council May 10, 2012 Executive Summary: This proposal intends to do 2 things: 1. Currently, the Department of Science and Mathematics Education is in the College of Science. This proposal intends to move it to the College of Education. This creates synergy, particularly in the badly-needed STEM education areas. 2. At the same time, the College of Education intends to reorganize as a “college of the whole”, meaning it is eliminating its department structure. College of Education Reorganization and Department of Science and Mathematics Education Merger

Mike Bailey, OSU Curriculum Council May 10, 2012

Impacts to Students: No impact. No courses are being changed. No degrees are being changed. Budget Impacts: Moderate. New FTE in support staff. College of Education Reorganization and Department of Science and Mathematics Education Merger

Mike Bailey, OSU Curriculum Council May 10, 2012 Internal Liaison: College of Public Health and Human Sciences College of Liberal Arts College of Agricultural Sciences Plus an MOU between the College of Science and the College of Education College of Education Reorganization and Department of Science and Mathematics Education Merger

Mike Bailey, OSU Curriculum Council May 10, 2012 Issues: The only question was how budget would flow from the old organization to the new one. This was addressed quite nicely in the MOU. Vote: The Curriculum Council approved this proposal, with no dissenting votes. College of Education Reorganization and Department of Science and Mathematics Education Merger

Mike Bailey, OSU Curriculum Council May 10, 2012 Executive Summary: This proposal outlines a new 36-credit BS/BA double-degree designed specifically for non-business majors. The goal is to use this program to help close the “talent gap” in domain areas such as Engineering, Forestry, Agriculture, and Design and Human Environment. Innovation Management, BS/BA, Double Degree

Mike Bailey, OSU Curriculum Council May 10, 2012 Impacts to Students: All good. Creates more opportunities for our students to distinguish themselves. Budget Impacts: Minimal. All courses required in the 36-credits already exist. Innovation Management, BS/BA, Double Degree

Mike Bailey, OSU Curriculum Council May 10, 2012 External Letters of Support: Compli Anderson Construction Company Systems & Technology Group Internal Liaison: Lots, e.g., Schools of Engineering Biochemistry Chemistry Food Science and Technology Marine Resources Management Wood Science Innovation Management, BS/BA, Double Degree

Mike Bailey, OSU Curriculum Council May 10, 2012 Issues: The Curriculum Council asked the College of Business to clarify if this program was open to Business majors. It is not. Vote: The Curriculum Council approved this proposal, with no dissenting votes. Innovation Management, BS/BA, Double Degree

Mike Bailey, OSU Curriculum Council May 10, 2012 Executive Summary: Currently, the Graphic Design program offers a BFA degree with an option in Graphic Design. This proposal intends to terminate that option and create a new BFA degree in Graphic Design. This is consistent with what other programs of similar strength around the country have done. As the letters of support indicate, having an option instead of a degree puts our Graphic Design graduates at a competitive disadvantage. This change should also allow the program to achieve accreditation from the National Association of Schools of Art and Design. Graphic Design BFA

Mike Bailey, OSU Curriculum Council May 10, 2012 Impacts to Students: Only good. No courses are changing. The program requirements themselves are not changing. The students will receive a more-marketable (and more consistent with what they have done) BFA in Graphic Design instead of an option. Budget Impacts: Small. Graphic Design BFA

Mike Bailey, OSU Curriculum Council May 10, 2012 Issues: None Vote: The Curriculum Council approved this proposal, with no dissenting votes. Graphic Design BFA
