National Development Plan Key objectives: Decisively tackle structural infrastructural deficits that impact on competitiveness, regional development & quality of life. Greatly enhance enterprise development, Science, Technology, Innovation, Training and Skills to improve economic performance, competitiveness & the capacity to generate new enterprise winners Integrate regional development with national spatial strategy framework to achieve economic growth & balanced development

National Spatial Strategy (NSS) A 20-year coherent national planning framework for Ireland In order to drive development in the regions the NSS requires that areas of sufficient scale and critical mass be built up through a network of Gateways and Hubs Identified nine strategically located medium sized hubs which will support and be supported by the gateways Implemented through the translation of its strategic policies into regional and local planning by regional and local authorities & the uptake of its approach into national plans and & government departments e.g. national transport policies.

Core messages of NSS A wider range of work opportunities - enhance capital city but strengthen the drawing power of the regions A better quality of life - add to the attractiveness and competitiveness of a place A better place to live – cities and towns meet economic and social needs Effective urban and rural planning Getting things done – mechanisms put in place to ensure objectives are achieved

National Spatial Policy – Gateways and Hubs

Regional Planning - Guidelines Regional authorities established comprising counties in the region Aim is to set out a framework for long term strategic development and to develop a regional economic development strategy The development of the region is measured against targets for population, housing, infrastructure, economic and social trends, National Spatial Strategy and preservation of the environment. Key issues identified & strategic goals set Implementation group established - reviewed yearly to determine if aims are being met (by means of outcome indicators)

Pre draft development: RPG’s a key input to population, housing strategy, spatial & settlement, inter county & regional issues & infrastructural priorities Draft development plan: Strategy section covers NSS and RPG’s Statement of how it fits in with RPG Regional authority: Assesses fit with RPG and makes comments Ministry: examine draft plan to check that it is in accordance with NSS, RPG and national policy Comments considered by County Comments are examined and the draft plan is adjusted if necessary to ensure that it is in accordance with RPG and NSS

County City and Town Development Plans 1 Made every 6 years by the elected councillors (majority vote) in the area on the recommendation of the council manager Contain overall development objectives relating to the control and use of buildings, preservation, conservation etc. Includes objectives for development/renewal of obsolete areas, provision of water, sewage, waste recovery and disposal, and roads Zoning of lands for particular purposes

County City and Town Development Plans 2 Each county and city prepare a development plan every 6 years based on national and regional strategic priorities Notice published in newspapers During review owners of property listed for preservation/rights of way are informed Draft plan put on public display for comment If significantly changed amended plan then goes on display Plan voted on by the elected members of the county

Town Plans Planning Authorities must prepare a Local Area Plan for areas which are: - designated a town in the last census - have a population greater than 2000 people Local Area Plans must be consistent with the land use policies and objectives identified within the County Development Plan Very similar in format to city and county plans

County Development Boards Representatives from Local government (County), local development boards, state agencies (e.g. IDA) and social partners (trade union, employers and voluntary organisations). Purpose is to bring more coherence to the planning and delivery of local services i.e. an integrated approach to both state and local development services at local level. Prepare a 10 year strategy for economic, social and cultural development for its area
