Baton Rouge The capital of Louisiana is in the East Parish of Baton Rouge, the city of Baton Rouge is located on the Mississippi River. It is the home of LSU and Southern University. In 1846 it was named the capital and remained that way until the civil war in 1862, during that time it changes locations several times, in 1879 it became the permanent state capital. It is the second largest city in the state behind New Orleans.
